UFS R$ 12 million contract did not go through CGU

The Comptroller General of the Union (CGU) denied having analyzed the contract of BRL 12.2 million for evaluation by the National Book and Didactic Material Program (PNLD). The document from the Federal University of Sergipe (UFS) was denounced by researchers to Gazeta do Povo for presenting a value almost seven times greater than expected for its realization due to expenses considered excessive with staff, hotels, national and international travel. Other items that raised doubts among the researchers are also mentioned in the article published last Sunday (20).

In a note sent to the newspaper, UFS reported that the clauses and breakdown of expenses in Contract 017/2023-UFS between the university and the Research and Extension Support Foundation of Sergipe (Fapese) were based on previous contract models that “have supported by an opinion from the Federal Attorney General’s Office (Advocacy-General of the Union – AGU) acting at UFS and have already been subject to analysis without objections by the Comptroller-General of the Union (CGU)”.
However, the document cited by the Gazeta do Povo report was not subject to any analysis by the CGU. According to the Federal Government’s internal control body, which aims to ensure management transparency, “other contracts between the Federal University of Sergipe and its support foundation” have already been verified by the body, but, “in relation to the Contract 017/2023-UFS, there is no work done or in progress”, informs the Comptroller General of the Union.
Also according to the agency, the CGU’s work agenda is in accordance with an annual operational plan, which undergoes periodic revisions to include new activities. As a result, complaints submitted by any citizen can be analyzed throughout the year. Gazeta do Povo asked when the next review will be and is waiting for a response.

The platform can be used to request access to information, make complaints, requests, suggestions, and compliments regarding government bodies and entities.
In addition, it is possible to report anonymously. Complaints can be sent by any citizen who has information about illegal acts committed by public agents.
According to the Federal Government website, this online service should be available 24 hours a day, every day of the week. However, access on the morning of this Thursday (24) is still off the air. Gazeta do Povo requested information about the instability.
