The Federal Regional Court of the 1st Region (TRF1) determined, this Friday (20), the removal of the mayor of Oiapoque, Breno Lima de Almeida, elected in 2020, at age 27, by the PRTB, for a period of 180 days. The mayor was one of the targets of the Operation Craters, triggered by the Federal Police, which investigates the diversion of R$ 1.5 million in federal funds from the Calha Norte program.

The person taking over the mayor’s office for the next six months is vice-mayor Euclimar Fontineles Lima, elected by PROS, who has broken ties with Breno since the beginning of their mandate. Euclimar is 48 years old and was a councilor in the municipality. In addition to being removed by the Federal Court, Mayor Breno is the target of an investigation by the Oiapoque City Council and is facing several processes in the state court.

The Federal Regional Court did not order the mayor’s arrest, but the report found that he was arrested on the Oiapoque – Macapá road for illegally carrying a weapon and ammunition, in addition to a certain amount of money. This Friday, the Board of Directors of the Chamber swore in Euclimar as mayor of Oiapoque, a municipality that borders French Guiana.

Breno Almeida, whose father, Miguel do Posto, was also mayor of Oiapoque, entered the radar of investigations when the Public Ministry of Amapá took action against him to prohibit the continued removal of trees in the central median of Avenida Barão do Rio Branco, in central neighborhood of the municipality, which were being removed to carry out a project to revitalize the street. The action was filed against Breno Almeida and the company Uninorte Empreendimentos Eireli-EPP, owned by Josivaldo Fernandes da Silva, the target of this Friday’s operation and arrested in a previous operation launched in Ferreira Gomes.

The case was then passed to the Federal Police, as it involved resources from the federal government’s Calha Norte Program. And this Friday, 70 federal police officers complied with the court order issued by the Federal Regional Court of the 1st Region, which determined the removal from office of the mayor of Oiapoque, the municipal deputy attorney, municipal secretaries and other employees. The investigation began just over a year ago and found alleged irregularities in agreements signed between the municipality of Oiapoque and the construction company Uninorte, whose federal funds came from the Calha Norte Program. The agreements were fully paid in the amount of approximately R$1.5 million and the works were not delivered.

Until the closing of this material, the defense of the dismissed mayor Breno Almeida had not spoken out, but the space remains open for his lawyers’ version.
