Torres: CPI dossier rescues torture complaint – 08/08/2023 – Mônica Bergamo

Government deputies and senators who make up the January 8 CPI have in their hands a dossier gathering information about the entire trajectory of former Minister of Justice Anderson Torres, his accomplishments in the government of Jair Bolsonaro (PL) and actions that would indicate his involvement in a attempted coup in the 2022 election.

The document, which contains 21 pages, will serve as support for parliamentarians to formulate questions during the commission’s hearing of Torres, scheduled for Tuesday (8). It features sections such as “coup-acting”, “aggravating factors”, “second round of elections”, “testimonials” and “acts of January 8”.

The material includes, for example, a complaint of torture made against the former minister, then delegate, and six federal police officers in 2012. and tortured two boys suspected of committing a theft at the home of agents Roberto Matsuuchi and Ana Cristina Matsuuchi”, says the text, delivered to the parliamentarians.

“The complaint also states that Chief Anderson Gustavo Torres opened a parallel investigation to discover the thieves, even without having the legal competence to do so — by law, investigating crimes like this is a job for the Civil Police”, it also says.

The episode was denounced by the Federal Public Prosecutor’s Office, but ended up rejected by a first degree judge. For the magistrate, the expert reports were “insufficient to demonstrate the existence of physical or mental suffering” and incompatible with the reports made by the victims, “who narrated having suffered slaps, kicks, kicks, punches and having been subjected to suffocation due to the use of plastic bag”.

In addition to unraveling the alleged participation of the former minister in the preparation of what became known as the “draft of the coup”, the dossier cites as “aggravating factors” the fact that Torres told the Federal Police (PF) that he forgot his cell phone in the United States , when he was preventively arrested, and for having provided invalid passwords to the corporation to access cloud data.

The document also points to episodes in which Torres would have publicly contributed to attacks against the electoral process, between 2021 and 2022, ranging from his participation in a Bolsonaro live to the inquiry he opened against research institutes.

Professional merits were also included in the dossier. “He was responsible for coordinating the main investigations aimed at combating organized crime in Roraima by the Federal Police Superintendence, between 2003 and 2005”, says an excerpt.

“From 2019 to April 2021, he was at the head of the Secretariat of Public Security of the Federal District, where he was responsible for the lowest homicide rates in the federal capital in the last 41 years”, says another.
