Tension with the military does not interfere with Pazuello’s secrecy – 01/27/2023 – Panel

The CGU (Controladoria Geral da União) should not take into account the political tension between the government of Luiz Inácio Lula da Silva (PT) and the military when deciding on the secrecy of the investigations against General Eduardo Pazuello (PL-RJ). To interlocutors, Minister Vinícius Carvalho has said that the opinion on the subject will be strictly technical.

The now elected deputy was acquitted in an internal Army process for having participated in a political act alongside former President Jair Bolsonaro (PL) in May 2021. The exercise of political activities is prohibited to active duty military. The Army established a 100-year secrecy under the justification of preserving personal information.

The Panel found that the Minister of Defense, José Múcio, only discussed the matter with Carvalho once, during the first ministerial meeting of the new administration. On the occasion, he only asked for time for the demobilization of the coup camps, which occurred after the attack on the headquarters of the Three Powers in Brasília on January 8.

The initial assessment is that there are no technical reasons to maintain secrecy. As it is an investigation into Pazuello’s performance in the Armed Forces, any personal information contained in the document can simply be crossed out.

The expectation is that the CGU concludes the analysis requested by Lula on the 100-year secrecy next week. The folder will deliver a broader report on the criteria to be adopted and more specific guidelines.

Already on the occasion, some of the most controversial secrecy should be disclosed as well. They will be answered through the LAI (Access to Information Law) in the demands already made previously.

The Army command twice denied the Sheet the request for access to documents relating to the Pazuello process. There was an appeal and the CGU partially complied with the request, releasing only the summarized extract of the administrative procedure.

Lula dismissed the commander of the Army, General Júlio Cesar de Arruda, in the midst of an open crisis of confidence after the January 8 attacks in Brasília last Saturday (21). In his place, he appointed General Tomás Paiva.
