Tenders in RS will have an extended validity period

Unanimously, state deputies from Rio Grande do Sul approved the complementary bill (PLC) 182/2023, from the government of Rio Grande do Sul, which, in practice, authorizes the extension of the period of validity of state public tenders by one year. The text was sent on an urgent basis by the Executive and is essential for the calls for public security agents planned for the coming months.
The text suspends the period of validity of public tenders during the period of occurrence of the state of public calamity in the State of Rio Grande do Sul. In practice, it extends the validity of these contests by one year.
The proposal was sent to Parliament on March 27th as a matter of urgency and would complete the 30 days of processing on April 25th, but, at the request of the government leader, deputy Frederico Antunes (PP), there was an agreement for the matter to be went to plenary session on Tuesday, which lasted for more than 4 hours during the appreciation of the salary readjustment for the teaching career.
According to the government’s justification, the proposed amendment causes the suspension of the validity period of state public tenders to be until December 31, 2021 and not until December 31, 2020, as previously approved. Thus, there will be adequacy of state legislation to federal regulations.
An amendment, by Deputy Luciana Genro (PSOL), was presented to the project. It was not considered due to the approval, by 40 votes to 11, of the government leader’s request for voting preference on the Executive’s original text.
Antunes highlighted the performance of the committee approved in tenders, which presented to parliamentarians the need for speed and security to a new law process that ensures the suspension of deadlines. Those approved occupied spaces in the galleries of Parliament in mobilization for the approval of the project.
From April to August, the government of Rio Grande do Sul plans to hire 1,331 new security agents who have passed public tenders, who must serve the State forces in the Fire Department, Superintendence of Penitentiary Services (Susepe), Civil Police (PC) and Military Brigade ( BM). In all, the more than 1,300 new agents represent an impact of BRL 434.6 million on State expenses between August of this year and December of 2026.
