TCM counselor appoints Milton Leite Filho’s girlfriend – 06/27/2023 – Panel

Sworn in this Monday (26th) as a new counselor of the Municipal Court of Auditors, Ricardo Torres chose to contemplate the mayor of São Paulo, Milton Leite (União Brasil), in the first indication he made to his office.

This Tuesday (27), he appointed Gislaine Hereda Pinheiro, girlfriend of state deputy Milton Leite Filho (União Brasil), son of the councilor, for the position of cabinet advisor. The salary is R$ 18 thousand, plus gratuity.

Report by Sheet showed that, in 2018, Gislaine, known as Gica, was hired by the City Council of São Paulo during Leite’s presidency to take care of a millionaire advertising contract for the House. She was hired as director of external communication for the Chamber, with a gross salary of R$ 19,400 at the time.

Graduated in law, she is the daughter of Paulo Pinheiro (former MDB, currently in União Brasil), former mayor of São Caetano do Sul, and was president of the MDB directory of the city of ABC.

As the Panel showed, Leite and the mayor of São Paulo, Ricardo Nunes (MDB), were at odds for months about the nomination for the vacancy that would open in the TCM. The head of União Brasil said that the emedebista had promised him the nomination, which Nunes denied.

The mayor wanted to appoint Marcela Arruda, secretary of Management, a name rejected by Leite, who defended the name of Milton Leite Filho. Nunes and Leite then arrived at Ricardo Torres, then municipal Treasury Secretary, as a common denominator. Torres’ political influence was often highlighted as an attribute that Arruda did not have.

Torres’ first appointment pulls a list to also include names chosen by Nunes, in a cabinet whose composition should express the political forces that supported the nomination.

When contacted, the mayor and the state deputy declined to comment. In a note, the TCM states that “the legislation establishes requirements that are verified before appointment and in the act of taking office for positions at TCMSP.”
