Tax Reform: government wants rapporteur this week – 07/10/2023 – Market

The leader of the government in Congress, Senator Randolfe Rodrigues (non-AP party), said this Monday (10) that the Planalto Palace intends to have the definition of the rapporteur for the Tax Reform in the Senate this week and that the House vote on the bill that restores the government’s tie-breaking vote in CARF (Administrative Council of Tax Appeals).

In an interview with GloboNews, Randolfe also said he hoped that the Senate would analyze the PEC (Proposed Amendment to the Constitution) of the Reform by the end of this year.

“I am convinced that we can have a brief procedure in the Senate, with public hearings, with debates, with possible adjustments, but I am convinced that before the end of the year we will send the Tax Reform either back to the Chamber, with small adjustments, or preferably already for promulgation”, he told the broadcaster.

“One of our priorities, the government […] within the Senate is to dialogue, especially with the president [do Senado Rodrigo] Pacheco, so that we can move forward and have a rapporteur (of the tax reform) this week”, he added.

Also at the end of last week, the Chamber approved changes to the Carf, the last instance of administrative appeals against punishments imposed by the Federal Revenue, identified as crucial by the government to raise revenue and meet the targets established by the Executive in the new fiscal framework.

Despite resistance from opposition senators, Randolfe said the government intends for the Senate to vote on the proposal this week.

“The PL [projeto de lei] do Carf is essential for the government’s fiscal effort”, he said. “It is essential that this PL be approved as soon as possible. We are going to dialogue with the Senate, we still have a week of the Senate working to consider this matter.”

Randolfe also stated that the Executive’s effort this week in the Senate will also be to vote on the provisional measure of the PAA (Food Acquisition Program) and to negotiate the terms of a new decree on the basic sanitation framework.
