Tax: Rapporteur says seeking possible agreement with states – 07/04/2023 – Market

The tax reform rapporteur, Deputy Aguinaldo Ribeiro (PP-PB), said on Tuesday night (4) that he is seeking a possible agreement with the states, but admitted the possibility of not reaching a consensus. In that case, he said, the matter would be settled by the plenary score.

“We are building, clarifying some points. We will try to make the states converge as a whole, at least in what is possible to do. What is not possible to have consensus, then the House works as it always has and we go to score. And the score is sovereign”, said Aguinaldo.

The rapporteur participated in a meeting with the block that brings together 142 deputies from parties such as the MDB, PSD and Republicans this Tuesday afternoon. It is the second largest block in the House.

Aguinaldo will also participate in a meeting with governors from the South and Southeast this evening. He avoided giving the press details of what should change in his report, but indicated that he will “fulfill political commitments” signed with the governors in a meeting attended by the mayor, Arthur Lira (PP-AL), on the last 22nd.

“When I introduced [o relatório] I said that these points of the federative council, of regional development fund and distribution criteria, we have a political commitment to discuss and only address after it is agreed. We will fulfill this political commitment,” he said.

He also stated that he will have “parity and representation” in the federative council. “This is one of the concerns. We are designing the best way to do this, so that states and municipalities can be federatively comfortable. The idea is to have this clear in the PEC [proposta de emenda à Constituição]. This and other topics to avoid any kind of insecurity.”

Aguinaldo said he is also finalizing demands related to the transition. “We are calculating and agreeing with all the states, because this affects all of them and also affects the issue of validation, everything has an impact. I think, I am convinced, that tomorrow these issues will be addressed.”

The parliamentarian also denied that the postponement of the vote on the PL (bill) that deals with the resumption of the so-called casting vote in the Carf (Administrative Council of Tax Appeals) could impact the appreciation of the reform in the plenary of the House.

“If we align, as we are aligning, talking today and tomorrow, I don’t see any harm in voting now [a pauta da tributária]. I think we can vote now as planned. That’s our intention.”
