Political articulators of the governor of São Paulo, Tarcísio de Freitas (Republicans), project a hot second semester in the Legislative Assembly, with two especially controversial matters.
The one considered the most controversial is the so-called Management PEC, which has the power to change budget percentages for education. In addition to touching on a sensitive issue, which may be resisted by deputies, including the governing base, it requires a qualified quorum.
Today, the Federal Constitution provides for 25% of the federal budget for education and 12% for health. In São Paulo, health has the same floor of 12%, but education is 30%. Tarcísio’s idea is to be able to use this extra 5% from the educational area to transfer to health when necessary.
The other is the administrative reform of positions of trust, with the simplification of the various headings in the existing careers. There must be strong opposition from the left, very susceptible to pressure from civil servants. The assessment is that the chance of being approved is great, despite the noise.
