Manaus (AM) — The year 2023 will represent a relevant time frame for the history of the Manaus Free Trade Zone (ZFM) and the economy in the states of the Western Amazon and Amapá. Achievements such as the approval of tax reform, maintaining the model’s tax advantages. The retrospective analysis of the year also shows progress in Suframa’s actions in the search for the internalization of development and regional socioeconomic strengthening, in addition to the prospect of revenue above R$ 174 billion in the Manaus Industrial Pole (PIM), where more than 112 thousand occupations on a monthly average, considered the best performance since 2014.

As encouraging news from the legislature, there was the approval of PL 2673/2019, which extended the validity period of tax benefits for the Western Amazon (AMOC), and the IT Law (8387/91) for companies in the Manaus Industrial Pole (PIM ), until 2073, standardizing it in relation to the ZFM. The validity of both would expire on January 1, 2024.

In the case of the AMOC tax regime, tax benefits apply to a total of 151 municipalities. The approval of PL 1,077/2019, which establishes a period of up to 120 days for the Executive to establish the Basic Production Processes (PPBs), also has the potential to have a positive impact on the region. PPBs are established after requests from companies interested in producing goods in the region. Throughout 2023, 41 basic production processes were fixed and changed.

For the ZFM superintendent, Bosco Saraiva, the excerpts referring to the development model in the tax reform join milestones such as the inclusion of the Free Trade Zone in the 1988 Federal Constitution and the 50-year extension of the validity of its incentives as great historical successes for the Amazon economy.

“The great victory of 2023 was, without a doubt, the tax reform, as it respected the constitutional text and maintained the guarantees of the existence of the ZFM with its comparative advantages until 2073. It is a great achievement because it eliminates the concern on the part of entrepreneurs who are already here, as are potential investors in relation to the legal security of the Free Zone tax regime. It will also be a major factor in expanding consolidated investments and attracting new ones”,

Another major achievement that took place in 2023 was the realization of the legal personality of the Amazon Biobusiness Center (CBA), which was under the responsibility of Suframa and began to be managed by a Social Organization (OS). Economic indicators

By October 2023, ZFM’s revenue reached R$146 billion and Suframa expects to end the year with the total amount above R$174 billion. Even facing challenges posed by the ebb of rivers in the Amazon basin, which impacted the logistics of receiving inputs and shipping produced goods, throughout the year the encouraged industries maintained an average of more than 100 thousand direct jobs, reaching 448 thousand indirect jobs . With more than 112 thousand occupations on a monthly average, the year 2023 will have the best performance of 2014.

At ZFM, there are 514 large manufacturing industries. In 2023, there were more than 50 thousand companies with active registrations on Suframa, including six thousand new companies.

In the area of ​​Research, Development and Innovation (RD&I), 143 institutions were registered with the Committee for Research and Development Activities in the Amazon (Capda) and, therefore, able to receive resources from the IT Law to develop research, development, innovation and professional training in Acre, Amapá, Amazonas, Rondônia and Roraima, with investment of resources estimated at R$1.73 billion.

Units accredited outside of Manaus already represent 44% of the total units accredited in the Committee, a result of Suframa’s commitment to expanding knowledge about the opportunities and benefits arising from the ZFM IT Law for the entire regional population.

CAS

In 2023, Suframa’s Board of Directors approved 160 industrial projects, 58 of which were implemented. The projects total R$3.75 billion (US$745.7 million) in investments and are expected to create 5,141 jobs. Estimated revenue is over R$26 billion (or US$5.07 billion).

Also in 2023, ZFM was awarded “Global Free Zones of the Year” by FdI, as the best free zone for large projects in America and an honorable mention in the “Transportation Strategy and Employment Generation” category.

DAS

This year, the Suframa Agricultural District (DAS) also presents a positive balance. There was progress on the issue of land regularization, with the signing of eight Concession of Real Right of Use contracts out of a total of 24 possible contracts derived from the bidding process that took place in 2022. The CAS approved 12 requests for regularization and disposal of area. 160 inspections were carried out on lots of land in the areas of the Agricultural District and the Expansion Area of ​​the Industrial District, to monitor projects and evaluate the state of occupation for area regularization.

Another good news was the delivery by the Army of the georeferencing work of the DAS Area, to facilitate the creation of maps and area control.

Institutional projects

The year 2023 also marks the consolidation of institutional projects developed to publicize ZFM as well as bringing the model closer to the general population.

The “Open Doors Free Zone” was created by Suframa and developed in partnership with PIM companies to offer options for monitored visits to manufacturing plants that are part of the ZFM and also promote the regional tourist segment. In 2023, seven visits were carried out, with a total of 111 visitors.

The “Suframa nas Escolas” project included 693 high school finalists from 10 public schools in the capital with 13 awareness lectures on the importance of ZFM and its socioeconomic, technological and environmental benefits for the Amazon and Brazil. In 2023, a derivative was also created, “Suframa nas Universidades” which reached two higher education institutions and 263 academics.

According to superintendent Bosco Saraiva, these were just some of the activities carried out by Suframa throughout 2023, carried out with the aim of producing beneficial socioeconomic effects for the regional population.
