SP councilor sues Nunes for changing billionaire housing public notice – 01/29/2023 – Panel

Councilman and elected deputy Antonio Donato (PT-SP) decided to call the Justice Department, the Public Prosecutor’s Office and the Municipal Court of Auditors to question the change made by Ricardo Nunes (MDB) in the public notice of the program for the purchase of social housing units, Pode Dentro.
As revealed by the Panel, the change was made on Saturday (21), five days before the opening of the envelopes with the proposals, and increased the minimum reference price per square meter to be paid by the city hall for housing units in several regions. As a result, the reference price, used to calculate how much the city will pay builders for properties, has become higher.
According to the Nunes administration, the change in the notice was a “necessary correction based on the prevailing market value in the region where the units are located”, and that the change, “classified by the Panel as sudden and beneficial for companies”, benefits, in truth, those who have been waiting “for decades to own their own home”.
One of the main innovations presented by the program is the possibility of buying ready-made properties or properties under construction with the private sector.
In the Raposo Tavares district, to cite one example, the minimum reference price per square meter was R$4,386 before the change. After that, it became R$ 5,397. With this, a housing unit of 40 square meters that would cost R$ 175,400 for the city hall will now cost R$ 210,000, which is the maximum value of the program.
The difference of R$ 35 thousand, if multiplied by 1,000 units, would result in R$ 35 million more to be paid by the city hall to construction companies.
Donato says that the Government of São Paulo closed two agreements in the second half of 2022 for the purchase of housing units from the private sector of practically the same size, 39.5 square meters, also in the Raposo Tavares district, for the amount of R$ 180 thousand, in a first lot, and R$ 198 thousand, in a second.
That is, values significantly lower than those in effect for the region after the rectification in the public notice.
“People find it strange that the State Government has made a purchase for an amount so lower than what must now be paid by the city hall after this last-minute change in the notice”, says Donato.
