Simers sees the project for IPE-Saúde with apprehension

The day after the announcement of the proposed restructuring of the IPE-Saúde had repercussions, on the part of the medical profession and state deputies, to what was presented by Governor Eduardo Leite (PSDB).
The president of the Medical Union of Rio Grande do Sul (Simers), Marcos Rovinski, still sees the measures presented by the government of Rio Grande do Sul with apprehension.
For Rovinski, although the announcement demonstrates a movement of the State, it still does not point to a concrete solution to recover a lag of 12 years in the payment of the 6.5 thousand accredited doctors.
“We emphasize that it is very important to think about the future of the IPE. However, we are apprehensive because there is nothing objective about the readjustments of medical and hospital fees. We need data to present to the category and decide which directions will be followed” , says the president.
Leite, in turn, claims that he will review the amount of fees and should allocate around R$ 150 million additional to the IPE budget to readjust the table. Piratini, however, is not yet clear on the readjustment percentage. “We will need to revise this remuneration table, which will impose on the IPE, according to our estimates, an additional cost of around BRL 150 million per year. we see the advance also in the remuneration of the contribution by the server, to have support”, said the governor.
“Once the solution for the IPE revenue is forwarded, it will be possible to advance in the revision of the remuneration tables. We understand that there needs to be a revision of the fees, but the IPE has its own difficulties. It has a disbursement of R$ 36 million per month. revision table means increasing this deficit. The solution needs to come together”, pointed out Leite.
The proposed new funding model provides for an increase from 3.1% to 3.6% in the contribution rate for civil servants and the State. Thus, the government’s participation should go from around R$ 750 million to “more than R$ 800 million, almost R$ 900 million”, according to the governor. Using a simple rule of three, it would be possible to estimate that the State’s contribution would be around R$870 million.
The proposal also provides for a Monthly Reference Table (TRM) as a limiter to be paid by each age group of plan holders. Civil servants between 0 and 18 years of age will contribute 3.6% of their salary, up to a limit of R$ 219.00. The same goes for servers between 39 and 43 years old, with a limit of 435.75. The limit for people over 59 years old will be R$ 1,245.75.
The contribution value of dependents will be 40% of the reference value – except for people aged between 0 and 23 years old, who will contribute with 22.5% of the TRM value.
The objective of setting a maximum contribution amount is to attract public servants with higher salaries, who today, without a majority, opt for private plans.
The intention with the reference table is not to remove servers with higher salaries from the IPE. What happens today is that many of the servers that earn more end up opting for private plans.
“The public servant will choose to the extent that he identifies good offers of services with a value compatible with the market. Limiter to attract and retain public servants with better salaries”, said the governor.
The government hopes to send the final draft to Parliament by early May. “What we presented was the initial lines, the assumptions, the concepts, it is not yet the project. We are opening a deadline for us to receive contributions. These points will still be discussed so that, in the first week of May, the people can submit a bill to the Legislative Assembly”, said Leite.
