Shared Purchase housing project is approved by the Porto Alegre Chamber

The program was unanimously approved More Housing – Shared Purchase, from the Municipal Department of Housing (Demhab). The Project seeks to bring a subsidy in the amount of BRL 15 thousand to low-income families who want to acquire a property through Minha Casa Minha Vida, linked to the federal government. The Capital Chamber also approved other three amendments linked to the matter.

As explained by Secretary of Housing, André Machadothe program covers families with an income of up to BRL 4 thousand. The subsidy granted by the municipal government is R$ 15,000 to help pay the down payment on the property. The amount can also be combined with the Severance Indemnity Fund (FGTS) and other subsidies from state and federal programs.

Amendments two and three, authored by the councilor Aldacir Oliboni (PT) It is Claudio Janta (SDD) – respectively – aims to give priority access to the program for certain groups. The amendment filed by councilor Oliboni seeks to prioritize families headed by women, residents in risk areas and families that include people with disabilities or women victims of violence. Councilman Janta’s amendment also goes along the same lines, noting that families with autistic children, down syndrome and other rare diseases will be the first to benefit.

Amendment one, authored by the councilwoman Mari Pimentel (New), generated controversy among the parliamentarians present at the Plenary Otávio Rocha. The proposal amends an item of the matter and provides that the purchase of used real estate also be contemplated in the program, and not just new properties as previously planned.

The approval of the amendment generated resistance on the part of the secretary, who stated that the councilwoman’s proposal could “jeopardize the operationalization of the process”. Machado highlighted that with the amendment, the Caixa Econômica Federalresponsible for monitoring the process, would have to carry out an inspection of all used properties that were of interest to the buyer, which would demand a higher cost in the process.
