The plenary of the Serra do Navio City Council unanimously decreed, this Monday, 18th, in an extraordinary session, the impeachment of the mayor Elson Belo Lobato, accused of taking decisions without legislative authorization.
In place of the manager, the deputy mayor will take over Ana Paula Santos Sousa, who must be summoned to take office before the City Council, under penalty of vacancy. The president of the Legislative Branch will be the legal substitute, in case of absence or impediment of the new head of the Municipal Executive.
The final opinion of the processing committee selected to work on the case was unanimously approved by the nine councilors that make up the Serra do Navio City Council. It says that Elson Belo broad defense and full adversarial proceedings were assured.
The impeached mayor was accused of using public grant resources to hire vehicles and pay in favor of Enoque Pacheco without legislative authorization and without support from budgetary law. He was also accused of making payments in favor of legal entities and individuals without withholding the applicable taxes.
The revocation of Elson Belo Lobato will be communicated to the Court of the District of Serra Navio, public prosecutor, to the financial institutions that the municipality has accounts for, the Court of Justice of Amapá, the Regional Electoral Court of Amapá, the Court of Auditors of the State of Amapá and the Court of Accounts of the Union .
