Senators ask for a view, and voting on the Fiscal Framework without FCDF is suspended

Federal District bench hopes that the text will be approved without ceiling to the Constitutional Fund, and closely monitors the next movements

Manaus (AM) – The struggle of the Federal District bench in the Senate for the Constitutional Fund continues until, at least, next Wednesday (21). That’s because the Economic Affairs Committee (CAE) of the House asked for a review (more time for analysis) of the Fiscal Framework report this Tuesday afternoon (20).

The text, by the rapporteur Senator Omar Aziz (PSD), reached the parliamentarians without the passage that would limit the resources of the Constitutional Fund of the Federal District (FCDF). With the request for a collective view of the senators to analyze the project for a longer time, the vote in the committee was postponed until the following day, at 9:00 am.

If it is approved as it is, the Fiscal Framework will be discussed in plenary without worrying the DF’s political class. A FCDF withdrawal from the proposal is extremely favorable for the capital’s bench.

The so-called Fiscal Framework is provided for in the Complementary Law Project (PLP 93/2023), which provides for measures to conduct the country’s fiscal policy. Approved in the Chamber of Deputies, it reached the Senate establishing an annual limit of 2.5% for the growth of FCDF resources, which, according to calculations by the Government of the DF, could generate a loss of R$ 87.7 billion in 10 years.

It is through this fund that the Union pays for public security and part of the health and education of the DF, which has more than 3 million inhabitants and is home to the headquarters of the Three Powers, in addition to diplomatic representations.

Omar Aziz had already stated that he would remove this limitation from the report. He heard several political representatives from the capital of the country in recent days and understood that the inclusion of the FCDF in the new Fiscal Framework of the federal government would mean a great loss to the coffers of the Federal District.

Few political agendas had the support of so many opponents in the recent history of the Federal District. Even ideologically separated, eight former governors of the capital of the Republic came together for a conversation with the president of the National Congress, Rodrigo Pacheco (PSD-MG), at the beginning of this month, in an attempt to prevent the inclusion of the FCDF in the ceiling of the new regime Supervisor.

The meeting was also one of the meetings that brought together parliamentarians such as Bolsonarist Bia Kicis (PL) and PT Erika Kokay (PT), both federal deputies from the DF bench. They were also together for the Fund in the public act promoted by the Federal District Section of the Brazilian Bar Association (OAB-DF) in favor of maintaining the FCDF.
