Senator Alessandro Vieira (PSDB-SE) filed a writ of mandamus, at the Federal Supreme Court (STF), this Tuesday (14), against the President of the Chamber of Deputies, Arthur Lira, for “inertia in guaranteeing a return to ordinary regime for dealing with provisional measures”.

According to the senator, the Board of Directors of the Senate entered into an agreement on the commissions in the first week of February, but the decision also needs to be approved by the direction of the Chamber. To ensure a return to previous molds, Vieira requires the suspension of the act signed in 2020, which allowed exceptionality in the processing of MPs.

Since 2020, due to the covid-19 pandemic, provisional measures have been processed under an exceptional regime, with discussion and deliberation directly in plenary. “Although the covid-19 infections have not completely disappeared, the Houses of National Congress have long since resumed, as a rule, their face-to-face meetings”, argues the senator.

The senator also informed that the face-to-face format is absolutely necessary due to the political construction that is designed for the discussion and deliberation of proposals. In the senator’s assessment, Lira’s delay is due to political interest. According to him, the document removes powers from the President of the Chamber, especially in relation to the definition of rapporteurs directly in the Plenary.
