Senator Lucas Barreto criticizes suspension of ordinance by the Special Committee on Former Territories – News of Brazil

In a speech on Tuesday (7), Senator Lucas Barreto (PSD-AP) criticized the suspension of the publication of an ordinance that would include 1,134 civil servants from the former federal territories of Amapá, Rondônia and Roraima in the Union’s staff. He explained that Ordinance 1,315, of 2023, issued by the Special Commission for Ex-Territories, had its publication suspended by order of the Minister of Management and Innovation in Public Services, Esther Dweck. According to the senator, the benches of those states were not notified of the suspension of the ordinance.

Lucas Barreto also expressed surprise at the dismissal, by the minister, of Amado José Bueno Netto from the presidency of the Special Committee on Ex-Territories (Ceext) and Ana Paula Silva Braga from the Amapá Judgment Chamber, also related to the transfer of civil servants to the Union.

The senator pointed out that the commission responsible for transferring civil servants from the former territories to the Union has already judged 62,822 of the 73,661 cases since its creation in 2015.

According to Lucas Barreto, 2022 was the most productive year for the commission, as there were significant advances in regulation and suppression of legal loopholes. He stressed that Ceext is made up of 48 people, including effective, commissioned, temporary and outsourced employees.

“These facts caused us deep surprise and generated a great disappointment for thousands of people and their families in Amapá, who were waiting with great anxiety for the right to transposition and classification. The federal benches of the former territories of Rondônia, Roraima and Amapá were not consulted or communicated regarding these decisions”lamented.

The framing or transfer of civil servants from the former federal territories to the Union has been dragging on since 1988, when, according to the Constitution, Amapá, Rondônia and Roraima became states. Part of the civil and military servants was incorporated into the respective states and municipalities, but former civil servants and service providers from various professional categories have since then claimed to be included in the framework of the Union.

In addition to Law 13,681, of 2018, which defined the rules for classification, the transfer of these former civil servants was the subject of two constitutional amendments: EC 79 and EC 98.
