Two years after being approved by the Chamber, the project that loosens rules for granting environmental licenses must be voted until the parliamentary recess in the Senate, which is considering making only wording adjustments to the text to try to prevent the proposal from returning for evaluation by the deputies.
The recess begins on July 18 — if the LDO (Budget Guidelines Law) project is approved.
The project is under analysis by two committees in the Senate: the Environment, under the report of Senator Confúcio Moura (MDB-RO), and Agriculture and Agrarian Reform, where it awaits the opinion of Senator Tereza Cristina (PP-MS), former Minister of Agriculture by Jair Bolsonaro (PL).
The rapporteurs must meet this week to align the opinions. Then, they will discuss the text with the leader of the government in the Senate, Jaques Wagner (PT-BA), and start counting votes. According to parliamentarians, there shouldn’t be much resistance among the senators, especially since Tereza Cristina is part of the group of opponents of the Lula government.
The project approved by the Chamber was heavily criticized for exempting a series of activities from licensing and allowing the hypothesis of an environmental license by adherence and commitment (LAC), which does not include prior analysis by an environmental agency.
Senators indicate that the LAC is the most critical part of the text. One way to soften the device would be via wording amendments, without touching the merits directly. Thus, the proposal would not return to the House. There is still the possibility of separating all provisions dealing with mining in its own legislation, but there is still pressure against this.
