Senate CCJ approves work plan for tax reform – News of Brazil

The Constitution and Justice Commission (CCJ) of federal Senate approved this Wednesday (16) the work plan for the analysis of the proposed amendment to the Constitution of the tax reform (PEC 45/2019), presented by the rapporteur, senator Eduardo Braga (MDB-AM).
The perspective is that the report will be presented on September 27th and the vote will take place on October 4th.

“We are debating the approval of a new tax system. A cumbersome and complex tax system is hardly efficient, in addition to being unfair. For many years, Brazilians have been waiting for a bureaucratic reform to create an environment conducive to the resumption of jobs in favor of the country’s recovery. As for me, the principles that should guide the construction of the proposal are clear. The basic, fundamental idea is to simplify life for citizens, reduce bureaucracy and favor a healthy environment for business and investment”said David.
According to rapporteur Eduardo Braga, the reform must have three clear foundations: tax simplification, federal balance and the neutrality of the tax burden. In addition to simplifying the tax system, the article aims to “expand the base of taxpayers and increase the competitiveness of the Brazilian economy”.
The rapporteur informed that he has already met with representatives of the National Front of Mayors for a first conversation, participated in meetings with other parliamentary fronts and met with representatives of various sectors, such as health, education, services. He also recalled that the president of the Senate, Rodrigo Pacheco, has already announced his intention to promote a thematic meeting with the 27 governors in the Plenary of the House.
Work plan
According to the work plan, seven public hearings are foreseen, to start on August 22nd, with a debate on the diagnosis, objectives and concepts. Then, on August 23, the impact on the industry sector will be discussed. Hearings are also planned for discussions about the impacts on the service sectors, agribusiness and cooperatives, the specific and different regimes and also the impacts from the perspective of states and municipalities.
