Senate CCJ approves Davi’s project on the requirement of psychological assessment for drivers – News of Brazil

The Constitution and Justice Commission (CCJ) approved, this Wednesday (9), unanimously, the bill of the Senate (PLS) 98/2015, by the senator Davi Alcolumbre (AP), which extends to all drivers the requirement of psychological assessment for renewal of the National Driver’s License (CNH).
The bill amends the Brazilian Traffic Code (Law 9,503 of 1997) and makes psychological assessment mandatory every time the license is renewed. Currently, the evaluation is carried out only when the person tries to obtain the first CNH.
Only drivers who use the vehicle for paid activities undergo the test more than once, during license renewals.
President of the CCJ, Alcolumbre said that the objective of his proposal is “Save lifes” and said he was still working for more traffic awareness campaigns. The bill now goes to the Chamber of Deputies for analysis.
The PLS received praise from all senators on the committee, including the rapporteur for the matter, Senator Fabiano Contarato (PT/ES). Senator Mara Gabrilli (PSD-SP), who became quadriplegic after a car accident, also highlighted the importance of the project for the country. According to the legislative proposal, all drivers, in the exercise of paid activity or not, will be submitted to psychological evaluation from the first license.
“This project has no other objective than to save and protect people’s lives. So I want to thank all the senators for their support. It is of paramount importance that we take care of our mental health. The pandemic left many consequences for humanity, many of them psychological. I am sure that this project will contribute to saving lives.”stressed Alcolumbre.
In Brazil, traffic kills more than 33,000 people a year. Data from the United Nations show that the country is not consistently meeting the targets for reducing traffic accidents. In the last two decades, the number of traffic victims in the country has been falling, however, less than expected. Between 2011 and 2020, this rate was reduced by 30%, well below the target set by the UN to cut this type of fatality by 50% by 2028.
“A person’s psychological state depends on external and internal factors and processes, conscious or unconscious, that alter human behavior. Such factors can also be momentary or permanent, that is, they can happen at a certain stage of life or be present at all times. Therefore, the proof of psychological aptitude aims to guarantee a satisfactory level of traffic safety”highlighted the president of the CCJ.
