Senate approves project that gives financial incentives to low-income high school students

Among the objectives of the project is the reduction of school dropout rates. In the Senate, the project’s rapporteur was Senator Teresa Leitão (PT-PE). According to the project, the incentive can be granted to low-income students enrolled in the public network and with families registered with CadÚnico. The proposal prioritizes students whose monthly per capita family income is equal to or less than R$218. The text does not establish values, nor payment and withdrawal methods, which must be defined later by regulation. In the Youth and Adult Education (EJA) modality, the incentive can be granted to students aged 19 to 24. The right to the scholarship is conditional on: enrollment being completed at the beginning of each academic year; school attendance of 80% of school hours; approval at the end of each academic year; participation in the Basic Education Assessment System (Saeb) exams and other state assessment exams for secondary education; Enem participation in the last school year of high school. To guarantee approval, the rapporteur of the matter in the Chamber of Deputies, deputy Pedro Uczai (PT-SC), raised the minimum frequency to 80% and included in the opinion that, after three years, this percentage will be revised to 85%. Contributions The text says that contributions are related to: enrollment at the beginning of each academic year and attendance. In this case, they can be withdrawn at any time. completion of the academic year with approval and participation of Enem. These can only be redeemed after completing high school. The amounts will be deposited in an account to be opened in the student’s name. The beneficiary can, if he wishes, invest the savings resources in federal public bonds or securities, especially those designed for studies carried out in higher education. Savings from incentive to stay and complete school will not be considered for the purposes of calculating family income for access to other social assistance benefits
