Senate approves IPVA exemption for cars over 20 years old

The Senate plenary approved this Wednesday (13), with a score of 65 to 4, the proposed amendment to the Constitution that exempts vehicles aged 20 years or more from paying Motor Vehicle Ownership Tax (IPVA). PEC 72/2023 goes to the Chamber of Deputies.

Senators Humberto Costa (PT-PE), Soraya Thronicke (Podemos-MS), Oriovisto Guimarães (Podemos-PR) and Styvensson Valentim (Podemos-RN) voted against the proposal.

The PEC is authored by senator Cleitinho (Republicanos-MG). According to him, the measure is a matter of social and moral justice. “Whoever pays IPVA on a car for 20 years pays for the car twice,” he says.

The rule, which will be in force throughout the national territory, will not apply to minibuses, buses, trailers and semi-trailers, according to the editorial adjustment made by senator Marcos Rogério (PL-RO), rapporteur of the proposal.

The PEC will mainly affect states where the exemption does not yet exist, which are Minas Gerais, Pernambuco, Tocantins, Alagoas and Santa Catarina. In states that already have a legal instrument providing for exemption, such as Rondônia and others, the rapporteur informed that there will be no change.

After the approval of the PEC, the president of the Senate, Rodrigo Pacheco (PSD-MG), praised Senator Cleitinho’s initiative and said that the exemption is of great significance for Brazilian taxpayers, who have difficulty paying many taxes.

The measure was defended by some PT members, such as senator Jaques Wagner (PT-BA), who highlighted the exemption from IPVA in Bahia for cars over 15 years old.

Senators also approved this Wednesday (13) the bill, PL 2,796/21, which creates the legal framework for the electronic games industry in Brazil. The text, authored by federal deputy Kim Kataguiri (União-SP), returns for new analysis by the Chamber of Deputies. The PL rapporteur was senator Leila Barros (PDT-DF).

The project regulates the manufacturing, import, marketing, development and commercial use of games, in addition to presenting measures to encourage the business environment and increase the supply of capital for investments in the sector. The new framework defines electronic games as computer programs with graphic and audiovisual elements for entertainment purposes, in which the user can control the action and interact with the interface.
