See the winners of the 2022 Folha de Jornalismo Award – 02/18/2023 – Politics

Seven days. That was the interval between the revelation of an audio by Milton Ribeiro and his fall from the post of Minister of Education.

The conversation, published by Sheet on March 21, 2022, it showed the link between then-president Jair Bolsonaro (PL) and a business desk in the portfolio in which two pastors articulated the release of federal funds for city halls.

In the recording, Ribeiro said he attended the two religious at the request of the then President of the Republic – the former minister said he never did anything illegal.

Within the case of the MEC’s ​​business counter, there were also indications that the two religious charged bribes in exchange for the release of resources from the FNDE (National Fund for the Development of Education), controlled by the centrão – one mayor even reported a request for a bribe in gold.

The report that revealed Ribeiro’s audios, signed by Paulo Saldaña, is the winner of the 2022 Folha de Jornalismo Grand Prix, which reaches its 30th edition.

The case followed several reports on the subject in the Sheet and in other vehicles, in addition to motivating the opening of investigations by the Federal Police, TCU (Union Court of Auditors) and CGU (Comptroller General of the Union).

The work of the pastors with the MEC had been previously revealed by the newspaper O Estado de S. Paulo.

“The delivery of the FNDE to the centrão consolidated, in an unprecedented way, the use of purely political criteria for the transfer of funds”, says Saldaña. “The first information about the action of pastors with Milton Ribeiro came, including, from members of the FNDE itself, who saw in the religious a dispute for resources.”

The case, on the eve of a turbulent election, generated one of the toughest crises of the Bolsonaro government and weakened the ex-president’s anti-corruption discourse.

The centrão also appears in another award-winning work, “Bolsonaro’s Codevasf: lack of budget control and evidence of corruption”, selected in the Exclusive Report category.

Codevasf (Companhia de Desenvolvimento dos Vales do São Francisco e do Parnaíba) is a state-owned company responsible for works to reduce regional inequalities, which was handed over by the Bolsonaro government to the centrão in exchange for political support. President Lula (PT) should follow the same path.

In several reports, journalists Flávio Ferreira, Mateus Vargas and Guilherme Garcia showed that the state-owned company relaxed its bids, thus opening up room for precarious services, deviations, overbilling and corruption.

The maneuvers served to vent the billionaire resources of parliamentary amendments, distributed to deputies and senators who supported the previous government in Congress.

“These amendments financed works marked by political direction and the lack of technical criteria, which left the door open to corruption, cartel formation and buying political support and votes”, says Flávio Ferreira.

International news was also included in the Folha Award. While Brazil was going through political tension, Ukraine became the scene of the biggest military conflict in European territory since the Second World War.

The War in Ukraine —which also involves a battle for control of information between the countries involved— has brought new challenges for journalists around the world. The coverage that the reporter Sheet Igor Gielow won the Folha Award in the Hot Coverage category.

“It was especially challenging coverage because it was long term and multifaceted,” says Gielow. “No other war I’ve covered has had such an impact on geopolitical architecture. There’s a world before and a world after the invasion, which brought the brutal methods of World War II into the 21st century.”

In the Didactics category, the work selected was “Quota student has a higher cut-off score than non-quota student in 25% of Sisu courses”.

The report by Angela Pinho, Raphael Hernandes and Diana Yukari showed how the quota system, in the way it is implemented, can make it difficult for students who are entitled to them to enter 1,551 courses in the country.

In the period analyzed by the journalists, the minimum score in the Enem required for approval was higher for quota students from certain groups in a quarter of the courses listed in Sisu (Unified Selection System).

With podcast and film, award shows multiplatform newspaper

The year 2022 of Sheet it was also marked by the resounding success of the podcast “A Mulher da Casa Abandonada”, presented by journalist Chico Felitti, author of the investigation that generated the audio series.

The work was voted the best in the Audiovisual category. Felitti was awarded with Magê Flores and Daniel E. de Castro (editor and deputy editor of podcasts at Sheet), and the series’ sound editor, Luan Alencar. The work has as co-authors Beatriz Trevisan, Otávio Bonfá and Catarina Pignato.

The audio series, which conquered a legion of fans, features an investigation into the resident of a house in pandarecos in São Paulo — the woman was accused with her husband of subjecting a maid to conditions analogous to slavery in the United States.

“A Mulher da Casa Abandonada was a milestone in the production of podcasts in Brazil. The series, the audience and the repercussion of the case brought the certainty of listeners’ interest in great stories told in audio”, says Magê Flores.

The series “Menstrual Poverty”, by journalists Isabella Menon and Victoria Damasceno, with photojournalist Karime Xavier, was the winner of the Folha de Serviço Award.

The authors went to regions of extreme poverty to show the lack of access of women and transgender men to menstrual hygiene products, basic sanitation and sufficient knowledge to deal with menstruation.

One of the places visited by the report was the city of Curralinho, in Pará – the North region is one of the most affected by the problem.

The 2022 Editorial Initiative trophy went to the documentary “Disconnected: the Impacts of the Pandemic on Brazilian Education”, produced by TV Folha in partnership with Instituto República.

In addition to Paulo Saldaña, who also won the Grand Prize, the work is signed by journalists Nicollas Witzel, Pedro Ladeira and Beatriz Peres, who is an editor at TV Folha and was the executive producer of the feature film.

The film, available online, shows the challenges and efforts of students, families and educators during the Covid-19 pandemic. Brazil was one of the countries where schools were closed for the longest time during the health crisis – the 38 million students in public schools faced an average of 287 days without classes.

The judging committee for the award was formed by José Henrique Mariante, ombudsman of the SheetCarlos Ponce de Leon, superintendent of Grupo Folha, and Luciana Coelho, assistant secretary of the editorial office, in addition to Preto Zezé and Cristina Serra, columnists for the newspaper.
