The Federal Police indicted former president Jair Bolsonaro (PL), former aide-de-camp Mauro Cid, federal deputy Gutemberg Reis (MDB-RJ) and 14 other people in the case that investigates the falsification of Covid vaccine certificates. 19.

CID ASKS FOR HELP TO FORGET WIFE’S CARD

According to the PF, Lieutenant Colonel Mauro Cid, Bolsonaro’s former aide-de-camp, asked Sergeant Luis Marcos dos Reis, another aide-de-camp, for help to obtain a vaccination card filled with doses of the Covid-19 vaccine in name of his wife, Gabriela Santiago Cid.

With the help of his nephew, doctor Farley Vinicius Alcantara, Reis allegedly obtained a card from the Goiás Health Department in Gabriela’s name.

The vaccine data (date, batch, manufacturer and applicator), according to the WhatsApp messages identified by the PF, would have been removed by Alcantara from a vaccination card of a nurse who would have been vaccinated in the city of Cabeceiras (GO).

AILTON BARROS IS ABLE TO INSERT DATA INTO THE SYSTEM

There was, however, difficulty in entering the data into the Ministry of Health’s system. Cid then sought out retired major Ailton Barros, who, according to the police, mediated the insertion of the data with the issuance of a new vaccination card by the Duque de Caxias city hall. (RJ).

According to the PF, Gabriela traveled abroad on three occasions after the scheme, circumventing the vaccination requirement.

In a collaboration agreement, Mauro Cid stated that, after obtaining his wife’s card, he asked Barros to broker other false vaccination certificates — for Cid himself and his daughters. The insertion of false data, according to the PF, was carried out by João Carlos Brecha, secretary of the municipality of Caxias.

CID THEN ASKS FOR FAKE OF BOLSONARO’S CARD

In an award-winning collaboration, Cid stated that he asked Ailton Barros for fake vaccination cards for Bolsonaro and his daughter, Laura, as well as for the data to be entered into ConecteSUS.

The former aide-de-camp said that the decision came from the former president himself, after he found out that Cid had obtained the document for the family. In testimony, Bolsonaro denied having given this order.

According to the PF, the scheme’s modus operandi worked like this: first, someone asked Cid to obtain a fake vaccine certificate. He then forwarded the request to Barros who, in turn, sent the beneficiary’s data to Duque de Caxias’ secretary, João Carlos Brecha. Breach, having access credentials, inserted false data into the Ministry of Health system. He denies having made the insertions mentioned by the PF, claiming that someone could have used his credentials.

According to the police, he was the operator who entered into the system, on December 21, 2022, the information that Bolsonaro had taken two doses of Pfizer at the Duque de Caxias Municipal Health Center. Brecha would also have inserted false data about the vaccination of Laura, the former president’s daughter.

In the insertion carried out in December, Brecha reported that Bolsonaro took the first and second doses in August and October 2022, respectively. Vaccination data is generally entered immediately into the Ministry of Health system.

The CGU (Comptroller General of the Union) identified that the former president was not in Duque de Caxias on the date of the supposed immunization with the first dose. He spent the day in the city of Rio de Janeiro, participating in the March for Jesus.

CID ISSUES BOLSONARO CERTIFICATE

According to the PF, the day after the false immunization data was inserted into the Ministry of Health’s system, Cid arrived at Palácio da Alvorada, accessed the then president’s ConecteSUS and issued the vaccination certificate. At his home, João Carlos Brecha registered an email to connect to Laura’s ConecteSUS account and issued Bolsonaro’s daughter’s certificate.

The PF argues that the former president was not only aware, but also ordered the falsification.

“Several acts of access to the ConecteSUS system, including the printing of an ideologically false vaccination certificate, were carried out at the official residence of the Presidency of the Republic, Palácio do Alvorada, occupied at the time of the events by JAIR MESSIAS BOLSONARO”, says the PF report.

In a statement in May last year, Bolsonaro denied having asked Cid or other people involved in the scheme to tamper with his and his daughter’s vaccination cards, and said he did not know any reasons why they did so.

He also stated that he does not believe that his former assistant planned the criminal action, that he did not determine it, and that if he did so, “it was done without his knowledge, without any knowledge or guidance”.

Bolsonaro also said that he only became aware of the tampering when this topic began to be publicized in the press, in February 2023. He also stated that he did not even know how to use ConecteSUS and that all of his “personal management” was always the responsibility of Cid. But he said he did not know whether it was, in fact, the former assistant who issued the certificates.
