Federal deputy Saullo Vianna (União-AM) presented a proposal that guarantees, by law, benefits to companions of people with disabilities (PCDs), such as 80% discounts on the value of transport rates in any modality and excess luggage. The bill also ensures free transport of guide dogs.
“Despite being the norm in some municipalities, these achievements were not expressed in law, in order to ensure the end of barriers to the free mobility of people with disabilities, their companions or animals that are guides for PCDs. The bill by the Amazonian parliamentarian amends article 46 of the Law for Inclusion of Persons with Disabilities, guaranteeing “the right in all modes of transport that companies can only charge for the seat of the mandatory companion, an amount equal to or less than 20% (of the value of the ticket purchased by the person with a disability or reduced mobility.”
In the case of excess baggage of persons accompanying PCDs on transport, the 80% discount will be applied when there is essential medical equipment used by the passenger with special assistance.
Guide dog is free
According to Saullo Vianna, the PL also provides that transport companies must allow the visually impaired person to remain with the guide dog inside the means of transport without the need to use a transport box and without charging a fee for transport. of the animal.
It will be up to transport companies, as they involve a diverse range of modalities and users, to impose and make visible these rules with regard to the rights and duties of passengers.
