Manaus (AM) – The president of the Legislative Assembly of Amazonas (Aleam), state deputy Roberto Cidade (UB), once again drew attention to the expectation of a reduction in the transfer of funds to municipalities, by the Federal Government, due to data from the Demographic Census de 2022. The deputy president reinforced the need for debates on the subject in order to avoid damage to the cities’ income.

As examples, the deputy listed the Amazonian municipalities that lost the most inhabitants according to the Census: Barcelos, which lost 6,887 inhabitants; Manaquiri, 5,694, and Santa Isabel do Rio Negro, 3,982. “We need to be aware of the consequences that this can bring to our cities. Here in Amazonas, 14 municipalities are in this situation, and Barcelos was the one that lost the most. A reduction of 26.78% of its population, which means, in absolute numbers, 6,887 fewer inhabitants when compared to the last Census, in 2010. According to the CNM (National Confederation of Municipalities), between the Brazilian states, Amazonas and Rondônia are the ones that lost the greatest coefficients, with 61% of the municipalities affected”, he warned.

“The transfer of resources from the FPM (Municipal Participation Fund) took into account, until then, the population projections estimated by the IBGE, but now this is no longer valid and the official data from the 2022 Census are considered. FPM are the main income of 7 out of 10 cities in the country, mainly in the North and Northeast, according to studies by CNM. We need to be careful so that the Amazonian municipalities are not harmed”, he reinforced.

The deputy once again made the structure of the Legislative Assembly available to city halls to deal with this matter. “We are going to talk to the mayors, see how much this should affect the city hall’s revenue and how we can help”, he said.

Municipalist Meeting

To address the issue, the CNM is in Brasília, with representatives from 770 Brazilian municipalities that recorded a reduction in population according to the 2022 Census, at a Municipalist Meeting, which will discuss the impacts of this on their revenues. From Amazonas, 14 female mayors must participate in the agenda that seeks alternatives for possible losses.

In Brasilia, demands such as Tax Reform will also be debated, the additional transfer of 1.5% of the FPM to guarantee the cost of the nursing floor, the compensation of ICMS losses to States and Municipalities, judgment of oil royalties, readjustment of school meals and pension plans.
