RN: President of shooting club takes command of Codevasf – 10/20/2023 – Power

President of a shooting club in Natal (RN), Lindberg Natal Barbosa Tinôco took charge of the superintendence of Codevasf (Companhia de Desenvolvimento dos Vales do São Francisco e do Parnaíba) in the capital of Rio Grande do Norte.

Graduated in business administration, the new head of Codevasf in the state is the brother-in-law of Ezequiel Ferreira (PSDB), president of the Legislative Assembly of Rio Grande do Norte.

Tinôco’s appointment to the position was agreed between Ferreira and members of União Brasil in the Chamber of Deputies, according to authorities who followed the negotiations.

The president of the shooting club was appointed superintendent of the federal state-owned company on September 15th.

“The occupation of commission positions complies with technical and legal requirements, as well as provisions of the Company’s Functions and Bonus Plan and complementary standards”, stated Codevasf in a note.

The company also said that Tinôco graduated from UNP (Universidade Potiguar) and has a “history of professional work in the private sector”.

When contacted, the new superintendent in Natal did not comment on the appointment to the position at Codevasf.

The choice of Tinôco is part of the strategy to improve the relationship with the Rio Grande do Norte bench in the Chamber of Deputies, say people who followed the negotiations for the position.

Codevasf superintendents have a busy schedule with meetings with local politicians and businesspeople. They can also sign contracts and agreements and serve as representatives of the state-owned company in the states.

The PT management expanded the company, from 12 to 16 superintendences, to accommodate allies from the center.

In Pernambuco, which already housed a unit in Petrolina (PE), the Recife superintendency was created. The measure served to accommodate nominations from the PSB, PT and Republicans.

Rapporteur of the 2023 Budget, senator Marcelo Castro (MDB-PI) appointed his son in charge of the state-owned company in Piauí, a position previously held by a nominee of senator Ciro Nogueira (PP), who was head of Jair Bolsonaro’s Civil House.

But some of Codevasf’s superintendents were kept in their positions. An example is the command of the company’s unit in Penedo (AL), which remains in the hands of Joãozinho Pereira (PP), cousin of the president of the Chamber, Arthur Lira (PP-AL).

The superintendent of the state-owned company in Bom Jesus da Lapa (BA), Harley Xavier Nascimento, was also preserved in the position he has held since 2016. He was appointed to the post by deputy Arthur Maia (União Brasil-BA).

Codevasf became one of the targets of parliamentarians, especially from the center, to drain the record amount of amendments.

Under Bolsonaro, the company moved away from its historical vocation of promoting irrigation projects and began to focus on delivering machinery and paving. A Sheet recently visited five states in the Northeast and noticed distortions in the delivery of water tanks to dry regions, one of the company’s functions.

The Federal Police and control bodies are investigating whether state funds were misappropriated in paving works.

Despite suspicions of irregularities and the company’s change of direction, the PT government kept engineer Marcelo Moreira, appointed president of the state-owned company in 2019, in charge of Codevasf. The leadership of some superintendencies was changed in exchange for support in Congress.

The number of shooting clubs grew in Brazil during the administration of former president Bolsonaro. According to Army data obtained via LAI (Access to Information Law), Brazil had 151 establishments of this type at the end of 2019. By the end of 2022, this number had increased to 2,308 shooting clubs, according to the Instituto Sou da Paz .

President Lula (PT) said at the end of July that he intends to close all clubs in the country and leave open only those spaces that belong to the police or the Army.

“I already told Flávio Dino [ministro da Justiça]: we have to close almost all of them, only leave open those who are from the Military Police, the Army or the Civil Police”, said the president in a broadcast carried out on social media.
