Ricardo Barros: I don’t see an environment for exchange in Health – 07/07/2023 – Panel

Licensed federal deputy Ricardo Barros (PP-PR), who is now Secretary of Industry in Paraná, told the Panel this Friday (7) that it is clear that the center is looking for space on the Esplanada dos Ministérios, but that he does not see an environment to replace a name like Nísia Trindade in the Ministry of Health.

“I don’t think the Ministry of Health will be the target of changes because Fiocruz is an international reference in Brazil. And Minister Nísia represents this recognition. I don’t see an environment to replace her. Only if she made some big mistake in her management, the which is unlikely, given her experience”, he says.

But, for the former leader of the government of Jair Bolsonaro (PL) in the Chamber, the occupation of other spaces by the center is a matter of time. “In a government that intends to show results, there always comes a time when those who disagreed on the platform will have their space. Brazil is coalition presidentialism. The PT had 80 parliamentarians. that are established in the Brazilian parliament”, he says.

Barros is known in the corridors of the Federal Chamber for the pragmatism typical of the centrão – before becoming a name in tune with Bolsonarism, he had already been leader of FHC, integrated the allied base of the first PT administrations and was also Michel Temer’s Minister of Health .

“I will not be Minister of Health again, at any time. Because it is a very nervous ministry. The average tenure of Ministers of Health is 9 months. I, who stayed only 22 months, am the fifth longest-serving minister in history. So that’s a mad bull,” he says.

According to Barros, the change in the Tourism portfolio, for the entry of federal deputy Celso Sabino (União Brasil-PA), would be “just the beginning”. “Other ministries will come, so that the government’s base is consolidated. This is necessary. Because today’s polls require great effort from the mayor Arthur Lira (PP-AL), who, by the way, has been very successful in his capacity articulation. And I think the government needs to make his life easier, contemplating these other areas”, says the licensed parliamentarian, who last year was elected for the seventh term in the House.

For him, the advance of the centrão on the Esplanada dos Ministérios should happen from 2024. “Today we are still very close to the platform. Whoever won the election wants to occupy the government and does not want [dividir espaço dentro do governo com] who was not on the platform. Whoever enters now, in this first moment, will be very rejected by the system. But next year, no. Next year, whoever enters will be welcomed. Because then the government will think: either we are going well or we are not re-elected”, he concludes.

Barros spoke with the Panel at the Legislative Assembly of Paraná, in Curitiba, where he accompanied the delegation of Minister of Planning and Budget Simone Tebet (MDB), alongside other secretaries and parliamentarians. In the city, Tebet led a state plenary of the PPA (Pluriannual Plan) Participatory 2024-2027.
