The rapporteur of the bill that changes the secondary education reform, deputy Mendonça Filho (União Brasil-PE), stated this Tuesday (19) that the vote on the matter was postponed and will take place at the beginning of 2024 after an appeal from the minister of Education, Camilo Santana.
Mendonça told Sheet who met this morning with the minister and the leader of the Lula government in the Chamber, José Guimarães (PT-CE), and who responded to the appeal of the PT members.
“The vote was postponed until next year. Camilo Santana made an appeal, as did the government leader, because they want to deepen the discussions further”, says Mendonça.
“I don’t want to make this a political debate, or make it seem like I’m not willing to negotiate. We have to narrow the gaps between my report and what the MEC defends. I preferred to answer the call so that at the beginning of next year we vote”, continued the parliamentarian.
The forecast was that the PL would be voted on in plenary this Tuesday. Last week, deputies approved an urgency request for the project, under criticism from left-wing parliamentarians. Urgency speeds up the processing of a matter in the House (since it is not analyzed in committees and goes straight to the plenary).
The report by Mendonça, who was Minister of Education during the Michel Temer (MDB) government when the reform was carried out, increases the workload of the common part, destined for traditional subjects, but at a level below what the Lula government intended.
The report also predicts that, out of a total workload of 3,000 hours over the three years of the stage, 2,100 hours will be allocated to the common part. This represents an increase compared to the current provision, which stipulates 1,800 hours for traditional subjects (such as Portuguese and mathematics) — the rest is for so-called training itineraries.
In the government project sent to Congress, the MEC argued that this part should be at least 2,400 hours. This was the main change in the text.
The report removes the mandatory teaching of the Spanish language, defended by the MEC text, and places the offer at the discretion of the education networks.
