Reimbursement MP: Haddad will meet with trade unions – 12/29/2023 – Panel

The union centrals, except the CUT, received with dissatisfaction the MP (provisional measure) which provides for the gradual re-encumbrance of the payroll, announced by Minister Fernando Haddad (Finance) on Thursday (28).

In addition to disagreeing with the content of the measure, they criticize the period of its publication, a time when mobilizing workers for a possible protest against it would be more difficult.

A meeting between Haddad and the union centrals was pre-scheduled for the beginning of January, with the exact date yet to be defined.

Antonio Neto, president of CSB, says that the project needs to be discussed widely with society.

“Predictability and legal security are important factors for maintaining jobs. A provisional measure without discussing it with anyone could lead to the discussion being banned. The National Congress has already given a harsh response to the intransigence and lack of debate on the topic. It can do again”, wrote Neto on his social networks.

“I believe there was a lack of sensitivity when editing an MP after a veto was overturned. Now let’s talk, open a channel to negotiate. We defend the exemption, but we need to expand the discussion of the business owners’ compensation. We have to put all of this on the table. We want to defend the work environment and jobs, but we also know that it is important to avoid an economic imbalance”, says Miguel Torres, president of Força Sindical.

In November, the trade unions Força Sindical, CSB and UGT released a letter criticizing the Lula (PT) government’s decision to veto the extension of the payroll tax exemption. The veto was later overturned by Congress.

According to them, the increase puts jobs at risk, encourages precariousness in the job market and will harm the reduction of unemployment.

The effects of the MP begin to take effect on April 1, 2024, until when the government intends to convince parliamentarians to approve it. Until then, the payroll tax relief continues to be valid for 17 benefited sectors of the economy.

Among them is communication, which includes Grupo Folha, the company that publishes the Sheet. Footwear, call center, clothing and clothing, civil construction, construction companies and infrastructure works, among others, are also covered.
