Raquel Lyra articulates setback to João Campos in Recife – 03/03/2024 – Power

The governor of Pernambuco, Raquel Lyra (PSDB), took the PDT to its allied base, leaving the party further away from supporting the re-election project of Mayor João Campos (PSB) in Recife. The accession affects the local power struggle between the two politicians.
This is the second party attracted by Raquel, which was allied with Campos. The first was the PSD, which broke with the mayor in August 2023.
As a result, the mayor, despite being a favorite for re-election, is more dependent on the PT to obtain significant advertising time on radio and television. Today, he only has the support of the Republicans and the PSB.
The PT/PV/PC do B federation tends to go along with the mayor, but demands to nominate a PT member for the vice-president position on the ticket. The most popular name for the position, if the PT ends up, is that of the advisor to the Ministry of Institutional Relations Mozart Sales. In addition to him, federal deputy Carlos Veras runs outside.
The PSB resists giving the vice-presidential position to the PT because of the possibility of Campos being a candidate for governor in 2026, which would require him to resign from his position and hand over the mayor’s office to the PT.
Over the last ten years, the relationship between PSEB and PT members is one of multiple distrust and includes two ruptures in Pernambuco.
In the PT, the reading is that there is resistance from Campos and the PSB. If there is no, the PT members promise to appeal to the only person they believe will never hear a no from Campos: President Lula. If this is still not possible, the PT admits that there is no space to face the PSB and promises to respond in 2026, if the PSE needs support in the state dispute.
In an interview with CBN Recife radio in January, Lula spoke about the subject for the first time. “I think João Campos is clear that an alliance with the PT is important. What I hope is that he builds a good ticket. He has to get it right in Pernambuco because I don’t have a name to recommend,” she said .
“There are two important lessons. The first is to know if João Campos will be a candidate for governor in 2026. Then whoever is a candidate for vice will be a real mayor,” said Lula.
The PT members of Pernambuco want to leave the mayor at a crossroads: if he leaves to be a candidate in 2026, the PT will take over Recife; If not, they want an agreement for Campos to support a PT name to face Raquel.
Currently, the vice-mayor of Recife is Isabella de Roldão (PDT). The PED party party has already received signs that the ticket with Campos will not be repeated in 2024. Furthermore, the PSB accepted the affiliation of senator Cid Gomes (CE) to the party and will not support the re-election of mayor José Sarto in Fortaleza, the main capital governed by the PDT.
These two factors led the national leadership of the PDT to move away from the PSB. In Pernambuco, Raquel’s agreement was direct with the Minister of Social Security, Carlos Lupi, who is the licensed national president of the PDT. He appointed a former advisor to the department to occupy a secretariat in the state government.
Officially, the PDT did not break with Campos. The president of the party in Pernambuco, former deputy Wolney Queiroz, signaled to allies that he remains allied with the pessebista.
In Caruaru, the PSB announced support for the PDT in the dispute against Raquel’s candidate. The municipality is the governor’s political birthplace. In Recife, the tendency is for the PDT to follow the tucana group, at least giving up advertising time on radio and television.
Raquel’s next offensive, according to allies, will be in the MDB, which is both her and Campos’ ally, but has no relevant spaces in the state government. The party is still considered undefined in the Recife elections.
Since the beginning of the government, Raquel has been criticized by state deputies in relation to her political articulation. The governor had friction especially with the president of the Assembly, Álvaro Porto (PSDB). At the beginning of February, the leak of an audio with parliamentarian criticism of a speech by the Chief Executive worsened the situation.
However, in the field of party articulations, her movements have been successful so far. Negotiations usually involve the exchange of support by secretariats at the top level of the government. Another party that recently joined Raquel was Podemos.
Around Tucana, there is the belief that Campos should be a candidate for governor in 2026. For this reason, the government is trying to take the Recife election to the second round to disseminate the discourse of defeat, as the mayor’s allies are betting on victory in first round to, depending on the percentage, show strength before the governor.
Her official pre-candidate will be the former federal deputy and current secretary of Tourism of Pernambuco, Daniel Coelho (Citizenship). In addition to him, the governor encourages the candidacy of federal deputy Túlio Gadêlha (Rede-PE), whose name was launched by the party last Saturday (2). The plan clashes with PSOL, which has a federation with Rede and is considering its own candidacy.
Behind the scenes, Raquel is preparing an offensive to gain exclusivity from the MDB, which is an ally of the government and city hall at the same time. The governor wants to take the party away from Campos’ platform. In addition to the PSDB/Cidadania federation, Raquel’s base includes PP, PSD, Podemos, PDT and PL. These parties must have their own candidates or support names nominated by the tucana.
The government’s view is that, with the sum of the parties, the opposition currently has more guaranteed advertising time on television and radio to try to deconstruct Campos’ image in the electoral campaign.
To face the adversities on TV, allies of the mayor say that he has already recognized the need to have the federation led by the PT on his platform, but wants to postpone the definition of vice until July, while the PT members want to resolve the impasse by April.
During Carnival, the national president of the PT, Gleisi Hoffmann, attended events in Recife together with Campos and other allies, including those considered for vice-president Carlos Veras and Mozart Sales.
