The rapporteur in the Senate of the draft legislative decree (PDL) 98/2023, which overturns the government decrees with changes in the new Sanitation Legal Framework, Confúcio Moura (MDB-RO), signals the possibility of asking for the removal of the matter from Wednesday’s agenda (5) to help the government build an agreement that avoids a likely defeat in plenary.

The leaders of the governing base are proposing the issue of a substitute decree to serve 1,113 municipalities that are without a contract and would not have financial conditions to hire the service. The proposal would leave the responsibility for deciding which strategy to adopt to seek universalization by 2030 to the states.

The new framework enabled billions in private investments that were threatened by the favoring of state-owned companies given by Lula’s decrees.

This agreement depends, however, on an understanding between the presidents of the Senate, Rodrigo Pacheco (PSD-MG), and of the Chamber, Arthur Lira (PP-AL). If the negotiations to avoid a repetition in the Senate of the defeat suffered by Planalto in the Chamber in May, the PDL would be suspended in favor of the vote on the new decree, which would take place next week, on the eve of the parliamentary recess.
