Public tender: government authorizes 9,450 new vacancies – 05/24/2023 – Market

Until this month, the federal government authorized the opening of almost 10,000 new vacancies —temporary and fixed— for public tenders and selection processes by bodies such as Funai (National Foundation of Indigenous Peoples), MCTI (Ministry of Science, Technology and Innovation) and IBGE (Brazilian Institute of Geography and Statistics).

Hiring now depends on the choice of the organizing company and the publication of notices with the rules, but they already move candidates and preparatory courses. The tender sector had a kind of blackout in the last two governments because of the limitation imposed by the spending ceiling.

The IBGE brings together most of the positions available, with more than 8,000 temporary vacancies that will meet the demand for professionals such as telephone survey agents and collection and quality supervisors to work in the 2022 Demographic Census. Official Gazette of the Union on May 17th.

The other 1,450 authorized vacancies are for tenders from the Ministry of Foreign Affairs, the Ministry of Science, the Ministry of the Environment, among others.

Last year, there were 1,699 vacancies available for new public tenders. According to the Ministry of Management and Innovation in Public Services, the last competition authorized in 2022 was that of the Special Secretariat of the Federal Revenue, in June, for the positions of tax auditor and tax analyst.

Candidate must start studying

In the wake of the new openings for competitions, Vandré Amorim, coordinator of careers for courts of the preparatory course Gran Cursos, says that the perspective is good for those who want to start studying to take public exams.

“What happened from the beginning of the year until now is that the federal government released several bodies to open vacancies that were blocked. We had a megapackage announced now of tenders at the federal level “, he says.

According to him, there is not an ideal amount of hours of study per day to guarantee a good grade in the test, but it is important that the candidate creates a daily habit of preparation. “Half an hour is better than nothing. An hour is better than 30 minutes and so on. The more time the candidate can dedicate daily, the tendency is that he will also get approval in less time.”

For Victor Dalton, IT professor and co-founder of Direction Contests, the period in advance to start preparing depends on the contest. “A tax auditor from the Revenue, who will receive more than R$ 20,000 and bonuses, may require something around two years of preparation, because the test has a very large and extensive number of subjects that require a period of maturation for the person to absorb that content”, he says.

Government wants to change tenders

The government of Luiz Inácio Lula da Silva (PT) is considering changing the rules of public tenders to incorporate additional instruments for assessing candidates, such as psychometric tests, and allowing the use of technology in some phases or throughout the selection process.

The Executive’s assessment is that this could improve candidates’ access, increase competition, provide legal certainty and allow the government to select its employees more effectively.

The intention is to support the discussion of a bill that has already been approved by the Chamber of Deputies and is awaiting consideration by the Federal Senate. The topic has been dealt with in internal meetings at the Ministry of Management and Innovation in Public Services and is part of a list of actions that the portfolio intends to put in motion in the coming months, which includes a new law on quotas in public tenders.
