PT uses TCU to reverse privatization of Congonhas – 07/18/2023 – Panel SA

The PT launched an offensive at the TCU (Tribunal de Contas da União) against airport concessions whose main target is Congonhas airport.

Party deputies presented a representation to the court pointing out possible irregularities in the three blocks granted, with 15 terminals in all, granted to private companies in August last year. The Spanish Aena won the block that had Congonhas as its flagship.

The congressmen ask that a precautionary measure be given to suspend the contracts with the three companies that took over the operation of all the airports.

In judging the merits, however, they ask that an order be given to Anac (National Civil Aviation Agency) so that only the auctions of one block —Congonhas, with 11 terminals— are redone or, in the words of the parliamentarians, “at least only Congonhas”.

The document, signed by nine deputies, maintains that the format chosen to transfer the São Paulo terminal to the private sector is harmful, because it was granted in a package with ten more, which are in deficit.

This would frustrate “the public interest, especially that of the state of São Paulo and its citizens”.

“It can only be assumed, from reading the notice (without technical evidence), that the reason would be the search for the economic viability of operating less profitable airports based on the exploration of the profitability of the São Paulo airport”, says one of the excerpts of the representation.

The request to open an audit on the case was sent to the president of the TCU, Minister Bruno Dantas, and will be analyzed by the technical area of ​​the court, which is responsible for giving its opinion on the feasibility or not of an investigation.

“As everything indicates, in relation to Anac Auction No. 01/2022 and the modeling of Block SP/MS/PA/MG [o bloco de Congonhas]the option for block modeling is not aligned with the search for the most advantageous proposal for the airport sector.”
