The government of Rio Grande do Sul heard the bench of the PT/PCdoB federation on the restructuring of the IPE-Saúde this Thursday morning (4) – the last of the battery of meetings on the Executive’s proposal for the health plan for civil servants state. From now on, work at the Piratini Palace will be internal to include, or not, suggestions forwarded by the parties over the past two weeks.
Even though suggestions and criticisms have been put on the table, state deputy Pepe Vargas (PT) believes that the debate will only move forward after the Executive effectively sends a final project to the Legislative Assembly.
“The majority (of parliamentarians) is still silent on this subject, not least because there is no bill. This debate will only take place in a concrete way when the bill arrives. We approved the holding of public hearings in the Health Commission, but there is no sense to do if you still don’t have a project”, said the congressman.
The federation presented a document to the Chief Secretary of the Civil House, Artur Lemos Júnior (PSDB), containing criticisms of the proposal presented by Governor Eduardo Leite (PSDB) and suggestions that could be added to the project.
The parties believe that the principle of employer parity, where the State contributes the same amount as plan users, should also be maintained in the dependent contribution proposal. Piratini’s proposal includes a value for dependents, who currently do not contribute to the plan.
“The contribution parity is broken when the government proposes a contribution from dependents. As a result, the average contribution of the holder and dependent would increase by 117.5%, whose average ticket would go from R$ 105.18 to R$ 228.79. Meanwhile, the State’s participation would increase by 16.1% in percentage terms (from 3.1% to 3.6%), but by only 14% in financial terms, since the State’s contribution would focus only on the State’s contribution. owner”, states the document.
The acronyms also charge liabilities that the State would have with the IPE, referring to property values and the non-contribution of employer parity in previous years – not exactly referring to the Executive, but to the other Powers of the State and other autarchies.
The main claim was the salary replacement of servers. “Either it faces what led the IPE to this crisis, or there is no sustainability. We do not see, in the government’s proposal, sustainability in the long term. The reason for the crisis is the freezing of salaries. The collection of the IPE depends on a tax rate wages. It turns out that health costs were increasing, IPE expenses grew and revenue was frozen. That is the reason”, says Pepe.
When presenting the initial proposal for the plan, Leite stated that it is impossible, fiscally, today, to solve the crisis through salary replacement. “The readjustment necessary to be able to make R$ 750 million available to the IPE would cost the State R$ 8 billion annually. This is absolutely unfeasible for the State”, said the governor.
