Pacheco denies vacancies for the opposition at the CPMI on January 8

The president of Congress, senator Rodrigo Pacheco (PSD-MG), denied the opposition’s request in the Senate to have three (and not two) vacancies from the PL-Novo block in the Joint Parliamentary Commission of Inquiry (CPMI) of the acts of vandalism of 8 of January. With this, an absolute majority of government supporters is guaranteed among the 32 members of the collegiate, 16 senators and 16 deputies.

By responding only this Friday (5) to the question of order made by Senator Rogério Marinho (PL-N), leader of the opposition, on the same day of the installation of the CPMI, on April 26, Pacheco ended up validating the regimental maneuver of the government to get another nomination in the collegiate. Charged for answering the question, Pacheco manifested himself only through the Official Gazette of the Legislative.

In the same response, he also denied the request of deputy Adriana Ventura (Novo-SP) in relation to proportionality, to keep his party’s vacancy in the rotation system. The mayor, Arthur Lira (PP-AL), had already excluded the possibility of Novo reaching the minimum percentage to participate. With that, the space will be destined to a PT deputy.

Senator Randolfe changed the Block Network to guarantee one more vacancy in the CPMI

On the eve of the reading of the CPMI application, the Network migrated from one of the two governing party blocs to another, removing the vacancy of an opposition senator in favor of the party leader, Randolfe Rodrigues (AP).

Randolfe left the Democracia Parliamentary Bloc and joined the 28-member Bloc of Democratic Resistance. With the change, both formations now have 29 parliamentarians. Now, the MDB and União Block continues to have the right to nominate six senators, but the PT and PSD wing, which previously had the right to nominate five senators, is now able to nominate six members.

Marinho had asked to consider the configuration of the February blocks and not the sudden change. In the face of Pacheco’s response, he will have to appeal the decision, which could delay the formation of the collegiate and the definition of its president and rapporteur. In his response, the president of Congress argued that the common rules of the two houses “do not clarify the base date that will be used for the calculation”.

The distribution of vacancies in commissions within Congress is made according to the proportionality of blocks and parties, and with the current formation, the government has 12 of the 16 senators in the CPMI. The opposition will take the remaining four.

Marinho questioned the criterion of proportionality in the composition of the CPMI, in order to be able to indicate names that will represent the opposition in the commission. Without this answer, the senator was unable to recognize the calculation that would define the number of vacancies and indicate the names to fill them. The opposition leader defended the CPMI exemption so that the facts could be investigated and the need to investigate the omissions of those involved, in addition to arguing about the individualization of blame.
