Two journalistic entities presented this Wednesday (17) a proposal for a new wording for the copyright project that includes criteria for remuneration of press bodies by big techs.

Fenaj (National Federation of Journalists) and Ajor (Association of Digital Journalism), authors of the substitute callbelieve that newsroom generates disproportionate remuneration for large vehicles and is not intended to combat disinformation.

The copyright project is a slicing of the Fake News PL, which deals with the regulation of platforms, but which has faced resistance from deputies in the Chamber.

This Wednesday (17) there was an expectation of analysis of an urgent request for the project to be voted in plenary, without going through the committees.

However, the modifications made by the rapporteur, deputy Elmar Nascimento (União Brasil-BA), displeased benches, who pressed for the opinion to be adjusted. The request is expected to be reviewed again next week.

The opinion indicates that the remuneration should consider, cumulatively, the volume of original journalistic content produced, the vehicle’s digital audience and the investment in journalism measured by the number of journalism professionals regularly hired by the journalistic company, registered in the payroll and submitted to Rais (Annual List of Social Information).

The text suggests that broadcasting companies and other companies, even individual ones, created at least two years ago may receive remuneration. The report says that they must produce original journalistic content on a regular, organized, professional basis and have a physical address and responsible editor in Brazil.

There are divergences between the communication vehicles about the form of remuneration for journalistic content originally foreseen in the Fake News PL.

Entities such as Abert (Brazilian Association of Radio and Television Broadcasters), Aner (National Association of Magazine Editors) and ANJ (National Association of Newspapers), which brings together the main media outlets, including Sheetsupport the bill.

Smaller vehicles fear losing funding because they have less bargaining power.

Fenaj and Ajor ask that the remuneration of journalism not be made via copyright and that equity be guaranteed for small and medium-sized companies, remunerating those with at least one year of existence.

They also ask that mechanisms be created to encourage the reinvestment of these resources in journalistic production.
