CPI: General Dutra praises Lula’s emotional intelligence – 05/18/2023 – Power

General Dutra, head of the CMP (Military Command of the Planalto) on January 8, stated that he admires the emotional intelligence of President Lula (PT) and praised the endorsement of the decision to postpone the dismantling of the camp in front of the Army Headquarters only on the morning of the 9th of January.

In a statement to the CPI (Parliamentary Commission of Inquiry) of the Legislative Chamber this Thursday (18), Dutra detailed the conversations he had with Lula, ministers and the former commander of the Army on the night of January 8, after the attack on the headquarters of the three Powers.

“He [Lula] he said: general, they are criminals, they all have to be arrested. [Eu disse] president, we are all in the same step, we are all equally indignant, they will be arrested; it’s just that, so far, we’ve only been lamenting property damage. If we go in now unplanned, we could end this night in blood,” he stated.

“President Lula, I have an admiration for his emotional intelligence. He immediately said: it would be a tragedy. And he said: general, isolate the square and arrest everyone tomorrow. . Within the possibilities, good night. He turned: is Minister Múcio there with you? I said: No. He said: He should be. And he hung up the phone.”

The Planalto Palace wanted the vandals who returned to the camp to be arrested on the 8th, but Dutra argued that the operation had a “high degree of risk” and required planning.

He told the CPI that there were barbecue skewers and knives in the place, that people were tired and that they could even drown in the lake at Praça dos Cristais, where the group was camped.

“He [ Ricardo Capelli ] turned to me and said: general, you are telling me that they [vândalos] are armed? I said: no sir, Doctor Ricardo. I’m saying to mr. that Praça dos Cristais does not have adequate lighting for a night operation, that Praça dos Cristais has several Portuguese stones, that Praça dos Cristais has a step”, said Dutra.

“There’s a lake in the middle of Praça dos Cristais. The camp still has a barbecue skewer, a barbecue knife. People are tired. There are women, there are elderly people. If we go in without planning, there will be people who could even drown in the lake.”

Dutra defended the thesis to the Executive Secretary of the Ministry of Justice, Ricardo Capelli, appointed by Lula as an intervenor in public security in the Federal District during the attacks on the 8th.

In a statement to the PF (Federal Police), the general had already stated that Lula agreed with his suggestion to dismantle the camp only on the morning of January 9th. The conversation between the two was revealed by Folha in January.

Contrary to what the general told the CPI, people close to the president told the reporter in January that the Army communicated to Lula that there were armed people in the camp.

The Planalto Military Command is responsible for the HQ area, in Brasilia, and for the so-called BGP (Presidential Guard Battalion), which is available to the GSI (Institutional Security Office) in the Planalto Palace.

This Thursday, the CPI approved an invitation to General Gonçalves Dias, minister of the GSI until April, when excerpts from the security cameras of the Planalto Palace were made public.

The Legislative Chamber commission also approved the summoning of former President Jair Bolsonaro’s (PL) aide-de-camp, Lieutenant Colonel Mauro Cid.
