Private hospitals seek government on nursing floor – 03/13/2023 – Panel

The CNSaúde (National Health Confederation) sent a letter on Friday (10) to the interministerial WG (working group) of the nursing floor, asking to be heard by the government of Luiz Inácio Lula da Silva (PT) in the discussions.
According to him, the measure will imply an average salary increase of 56% for professionals in the private network and 31% for Santa Casas, with the potential to result in 165,000 layoffs or the closure of 80,000 beds.
So far, however, private hospitals have not been invited to speak out in the WG formed by the Civil House, and by the Ministries of Health, Finance, Planning and AGU (Advocacy General of the Union).
Constitutional Amendment No. 127 indicated the financial surplus of public funds as the source of payment, which may be uncertain, while payments are regular and monthly.
“The use of fund resources to pay salaries therefore constitutes a deviation from the purpose and creates a dangerous precedent if we take into account that there are more than 50 projects in Congress for the creation of salary floors for the most diverse health categories, which can also claim the same solution”, they argue in the letter.
In addition, the solution serves only the SUS (Sistema Único de Saúde) and private establishments whose activity is 60% directed towards the provision of public service.
“So far, there is no indication of sources of funds or compensation for the more than 250,000 private health establishments, which are mostly small or medium-sized, in addition to nursing homes, dialysis clinics that serve supplementary health and also to the SUS, but they do not fit the 60% rule”, they point out.
For the private sector, the entity defends as a solution the exemption of the payroll, the reduction of the Corporate Income Tax and the reduction in the Simples rate for small companies.
