President of INSS is exonerated from office

The interim president of the National Institute of Social Security (INSS), Glauco Wamburg, was exonerated from his post. The decision was published in the Official Gazette (DOU) this Wednesday (05). In his place, the current director of Budget, Finance and Logistics of the municipality, Alessandro Stefanutto, takes over.

The decision comes after this column revealed Wamburg’s excessive spending on tickets and travel allowances, an alleged “passage spree”especially to Rio de Janeiro, the city where he has a fixed residence.

Wamburg was appointed to the role by the Minister of Social Security, Carlos Lupi (PDT), in February this year. After four months in office, his resignation began to be aired by government sources since last week, as advanced by the column Igor Gadelha, from Metrópoles.

According to Lupi’s assistants, another reason for dismissing him was the “conflicts” between the Wamburg team, which is a career civil servant at the INSS, and the minister’s.

Responsible for paying retirement and pensions to about 37 million citizens, the INSS was one of the bodies affected by the federal government’s cuts at the end of last year.

“Passage Spree”

According to the denouncements found by the column Na Mira involving the “passage spree”, the justifications for the Brasília-Rio air bridges that appear on the Transparency Portal are supposedly official agendas and of interest to the federal autarchy. However, many of the commitments were not, in fact, fulfilled by Wamburg.

Over two months, Metrópoles checked each of the agendas, after civil servants denounced that the president of the INSS created fictitious meetings to justify trips to the capital of Rio de Janeiro and teach classes in social security law at a private college, Universidade Santa Úrsula, in Botafogo , neighborhood in the south zone of Rio de Janeiro.

A team from the portal visited the institution and recorded Professor Glauco Wamburg’s timetable. He enters the classroom at four times, between 6:30 pm and 10:30 pm, always on Mondays. A “passage spree” promoted by Glauco is a subject that runs through the corridors of the INSS and started to be commented frequently by the servers.

In all, in the period analyzed by the column, the tickets cost the government around R$ 65 thousand. Of this amount, more than R$ 15,000 were paid to Wamburg in per diems for the trips.

The column meticulously investigated the motivations presented by Glauco Wamburg to justify the trips paid for with public money and found inconsistencies in the periods presented. Between the 3rd and 4th of April, for example, Glauco requested a round trip to Rio de Janeiro to “participate in meetings at the INSS Regional Superintendence in Rio de Janeiro”. Tickets and accommodation cost BRL 3,696.78.

According to the superintendence itself, on April 3, “there were no meetings on site”. On April 4, on the other hand, the regional superintendent, Marcos Fernandes, met with some servers to discuss internal matters and, later on the same day, attended another meeting via videoconference. In none of the cases was Wamburg’s name mentioned as a participant in the meetings.

On March 27, Glauco urgently requested a one-way ticket to Rio de Janeiro, in the amount of R$ 3,046.26. When asked, the Regional Superintendence of Rio de Janeiro informed that Marcos Fernandes met with the state deputy of Volta Redonda, Jari Oliveira. Again, Wamburg’s name was not mentioned as a participant in the meeting.

On May 29, Glauco allegedly requested tickets to Brasília in order to attend a meeting with the Minister of Social Security. At the time, he was already in Rio de Janeiro. However, according to the Ministry of Social Security itself, “there is no record of a meeting between the Minister of Social Security and INSS employees on the aforementioned date”.

On April 17, Wamburg requested a ticket to Rio de Janeiro, claiming that he would accompany the Minister of Social Security, Carlos Lupi, during meetings at the Secretariat of Labor and in negotiations for the purchase and sale of Mercadinho São José, in Rio de Janeiro. . However, according to the Ministry of Social Security, only the ministry’s special advisor, Bruno Ribeiro Cardoso, accompanied the minister on the date.

On May 15th and 16th, Glauco requested tickets, again to Rio de Janeiro, to participate in a meeting with the Secretary of Labor of the Municipality of Rio de Janeiro, in order to deal with the following topics: partnerships in steering actions between the INSS and the secretariat, and progress in the purchase and sale of the Mercadinho São José property.

In addition to this supposed meeting, he would have an appointment with the secretary general and colonel of the PMRJ to discuss a property in Campo Grande, which would be a partnership between the INSS and the PMERJ. When contacted, the Department of Labor of the Municipality of RJ stated that “on the 15th and 16th, there was no meeting of the secretary to deal with these matters with members of the INSS”.

Activated, the PMERJ said that Wamburg was at the headquarters on March 24, accompanying the Minister of Social Security, Carlos Lupi. However, they chose not to answer if there was a meeting between him and the general secretary colonel of the PM on May 15 and 16.

The report found that reasons alleged by Wamburg for other trips involving the Brasília-Rio de Janeiro bridge followed the same patterns of inconsistency.
