The chairman of the Joint Parliamentary Commission of Inquiry (CPMI) on January 8, Deputy Arthur Maia (PP-BA), sent the 32 members and 32 alternates a detailed manual of rules to be obeyed in the 180 days of the collegiate’s work. The instructions, to which the People’s Gazette had access, came after an avalanche of requests filed by CPMI members: 678 requests for summons, breach of secrecy, among others, were made until the morning of this Thursday (1st).

To avoid future questions, the list of procedures deals with restricted access to the plenary session, conduction of sessions, order of questions in hearings and standardization of requests for documents or breaches of secrecy. Among the rules is that, even if there is no quorum to hold the session (at least 11 of the 32 members), depositions may be taken, provided that the chairman and the rapporteur are present. Regarding the form of applications, the manual determines that “applications with multiple summons or with generic identification will not be accepted”.

In the event that the rapporteur is absent from any act of the investigation, the manual explains that the committee chairman may designate a substitute for the occasion. About the hearings, Maia pointed out that “the rapporteur and the president may question the witness at any time during the deposition”. In addition, he assured that the chairman of the session should always alert the member to any question that has already been answered by the deponent, in order to avoid “unnecessary repetitions”.
