Possible postponement of tax reform to 2025 generates resistance among deputies – 03/20/2024 – Panel

Members of the Lula government have said that there is no need for the bills regulating tax reform to be approved in 2024, due to this year’s busy legislative agenda and the tightness of the calendar due to the municipal election.

The justification is that the main points will only take effect two years from now. The argument faces resistance in Congress.

According to a leader who follows the topic, sending the text now to vote on later would be a strategic error, as it would leave it exposed to criticism and frying.

Rapporteur of the LDO (Budget Guidelines Law) in 2023, deputy Danilo Forte (União-CE) says that Congress should “stop everything” and only vote on the tax reform in April.

“The government did not understand that the drop in credibility with investors seen at the end of last year is because they do not know how much taxes they will pay tomorrow or the day after.”

Two texts defining aspects of the reform, such as specific sectoral regimes, definition of the basic basket, selective tax and rules for the management committee for the new taxes created should be sent to Congress this semester.
