The government’s first defeat in a vote in the Chamber increased the pressure on the ministers of political articulation —Alexandre Padilha, of Institutional Relations, and Rui Costa, of the Civil House. In an event this Thursday (4), President Luiz Inácio Lula da Silva (PT) publicly demanded more efficiency from Padilha.

The week had already shown difficulties for Planalto, with the postponement of the Fake News PL vote. On Wednesday night (3), changes proposed by the government in the Sanitation Legal Framework were overturned in the Chamber, with the vote of infidel deputies. The context raised concerns about the solidity of the allied base to vote on other important texts, such as the fiscal framework.

Deputies have complained about the release of positions and amendments and claimed that the Executive’s promises are not fulfilled or take too long. The mayor, Arthur Lira (PP-AL), added to the criticism of the political articulation and recognized that the complaints are widespread. Parliamentarians, even those in government, say that there is a line of possible defeats to send messages to the Planalto.

The alarm for problems in this sector had sounded before. The government was unable, for example, to prevent the installation of the mixed CPI on January 8th, which it was initially opposed to, and the CPI targeting actions by the MST, a historic ally of the PT.

This Friday’s (5th) episode of Café da Manhã details the relationship between the Executive and Legislative branches and discusses the Planalto’s difficulties in dialogue with Congress.
