Planalto demands votes and promises amendments and positions to the base – 05/10/2023 – Politics

After consecutive defeats in Congress, this Wednesday (10th) the Planalto Palace had its first meetings to curb housekeeping with grassroots parties. At the same time that there was a demand from the Planalto, there was also a commitment to the release of amendments and positions in the government.

This Wednesday’s meetings took place with the PSB of vice-president Geraldo Alckmin, who still has two ministries, and with the PSD, with three seats on the Esplanada. In addition to members of the government, the president of the PT, Gleisi Hoffmann, participated in both conversations.

Contrary to what came to be aired, President Luiz Inácio Lula da Silva (PT) did not participate in these meetings, since, in the view of allies, he cannot be directly involved in the day-to-day of the articulation, under the risk of having no options above it on failure.

The first meeting was attended by Alckmin and fellow minister Márcio França (Ports and Airports), in addition to the Executive Secretary of Justice, Ricardo Cappelli, who represented Flávio Dino.

The Head of Institutional Relations, Alexandre Padilha (PT), also accompanied the conversations.

In his social networks, Padilha stressed that the government does “politics in the light of day” and therefore counts on Congress to identify the needs of the population. “That is also why parliamentarians are elected – that is why they will participate in the definition of projects for the reconstruction of Brazil”, wrote the minister.

“The party’s commitment to the government is an indisputable commitment. […] We need to help the government succeed. It’s our obligation, we’re not doing you any favors. Our obligation is to permanently support the government”, said the president of the PSB, Carlos Siqueira, on his way out.

The general idea of ​​the meeting, according to participants, was to reinforce that the PSB has to support the government in the polls, even though it leads a bloc made up of centrão and opposition parties.

The block, led by Felipe Carreras (PSB-PE), is composed of União Brasil, PP, PDT, Solidariedade, Patriota, and the federation PSDB-Cidadania. The subtitles voted overwhelmingly against the decree with changes in the new Sanitation Framework — the proposal went to the Senate, but the government sees the reversal of the defeat as unlikely.

The leader himself was one of the three votes of the acronym against the measure.

Gleisi stated that there can be no middle ground in the relationship. “What I made clear, as a PT, is that you cannot choose between the bloc and the government. [Se] it’s government it’s government”, he said. According to the leader of Planalto in the Chamber, José Guimarães (PT-CE), another one who was at the table, there is commitment to “resolve pendencies”.

“The orientation of the President of the Republic and the Vice President is [que] agreement made is to be fulfilled. That comes from the vote on the Transition PEC. We are committed to resolving these issues and everyone is working to unlock everything, this is the guidance of the government as a whole, “he said.

In an interview with GloboNews, the Minister of the Civil House, Rui Costa (PT), acknowledged the failures in articulation, stating that the government did not act as it should in releasing amendments and filling positions, in addition to having lacked dialogue.

For the second day in a row, both he and Padilha went to Congress to meet with parliamentarians. According to Rui, now things are being “greased”.

Last week’s approval of the PDL (Legislative Decree Project) in the Chamber, which suspended the act with changes made by the federal government in the Sanitation Framework, was Lula’s first defeat in the house.

There were only 136 votes in favor of the government and 295 against.

Rui Costa, Alexandre Padilha and Jader Barbalho Filho (Cities) met on Tuesday (9) with leaders of allied acronyms in the Senate, such as Otto Alencar (PSD) and Efraim Filho (União), in addition to Jaques Wagner (PT), Fabiano Contarato (PT) and Randolfe Rodrigues (Rede), to address the issue.

This Wednesday, the ministers went to the Senate again, this time to talk to the opposition, in the government leadership office.

Participating in the meeting, for the opposition, were Eduardo Girão (Novo), Astronauta Marcos Pontes (PL), Cleitinho (Republicans), Mecias de Jesus (Republicans), Tereza Cristina (PP) and Wellington Fagundes (PL), which reached the end of the meeting .

Rogério Marinho (PL), who is leader of the opposition in the Senate, criticized the use of a decree to modify the sanitation framework, previously approved by Congress.

“The government has opened negotiations with us, showing what are its technical foundations and its arguments for changing the spirit of the legislation, and we are open to talking, as long as it is through the appropriate instrument and that it does not violate the prerogatives of the Senate. We have a misalignment in relation to the implemented proposals, and we have a profound misalignment with the way these changes were made”, he said, at the end of the meeting.

The Executive had already shown weakness in political articulation in postponing the vote on the Fake News PL, last week, and in failing to block the installation of the January 8 CPI in Congress.

This Wednesday afternoon, the government’s political articulation received 15 PSD deputies at the Planalto Palace, from a bench of 41.

Ministers André de Paula (Fisheries) and Alexandre Silveira (Mines and Energy) and a representative of Minister Carlos Fávaro (Agriculture) attended the meeting. On the government side, there were Gleisi, Guimarães and Padilha.

The conversation lasted about two hours. The government should also meet with members of União Brasil, with three ministries.

The conversation with the PSD took place after almost half of the party’s parliamentarians had voted against the government to overthrow the changes in the sanitation framework. There were demands from the government, while parliamentarians once again demanded improvements in political articulation.

“I told the government that the PSD is the government, that the PSD intends, as it has been doing, since President Gleisi Hoffmann invited the Political Council to cooperate with the government’s agenda. also have the wedding part”, said the leader of the group Antônio Brito (BA).

The parliamentarian says that “day to day” is lacking in the relationship with the government. The bench also informed that it will present three amendments to change the proposal of the new fiscal framework, to the project’s rapporteur. One of them, which the government opposes, is the accountability of public agents who fail to meet established goals.

In the speeches after the meeting with the PSB, the priority given was to demand support for the new fiscal rule project.

Questioned whether the party will deliver all 14 votes for deputies, the president of the PSB said he had no doubts. “We will be government until the end and we want to collaborate to make it work very well”, said Siqueira.

The measure that replaces the spending cap is a campaign promise and was delivered by the Minister of Finance, Fernando Haddad, last month.

Leader Felipe Carreras, reaffirmed that the party will deliver the votes of the fiscal framework. “[A sigla] will be with the government, we are the government, literally the government,” he added.
