PL wants to allocate lottery resources to public calamities

Project intends to allocate one percentage point of total lottery revenue to Funcap

The Economic Affairs Committee (CAE) may vote on Tuesday (12) on bill (PL) 580/2019, which allocates part of the lottery proceeds to the Special Fund for Public Calamities (Funcap). Another proposal, PL 1,658/2023, directs lottery resources to the National Land Credit Program (PNCF), known as “Terra Brasil”. The meeting is scheduled for 9 am and the agenda includes ten items.

PL 580/2019 was proposed by then senator Alvaro Dias (PR) and allocates a percentage point of the total revenue from lottery collections to Funcap. According to the project’s justification, the lack of resources for immediate assistance in calamity situations causes municipal and state governments to turn to the Union, in a “desperate” manner. For the rapporteur, senator Carlos Viana (Podemos-MG), “the topic could not be more current”.

“We have observed an increase in the risk of disasters in Brazil. The multiple causes involve, for example, models of occupation of hillside areas or areas subject to flooding and global climate change. Material losses — always difficult to estimate — certainly reach billions of reais. Even more serious: these events, in most cases, are associated with the loss of human life”, he argues.

Land credit

Senator Jaime Bagattoli (PL-RO) is the author of PL 1,658/2023, which directs lottery resources to “Terra Brasil”. He also points out the difficulty in raising resources for the program, intended to finance the acquisition of rural property, structuring the property and production project and contracting Technical Assistance and Rural Extension (Ater). The project allocates 1% of ticket revenue to be used in financing.

Street population

Also on the agenda is a project initiated by senator Randolfe Rodrigues (Rede/AP), PL 1.635/2022, which guarantees access to free food, drinking water, basic hygiene items and public bathrooms for the homeless population, the from the creation of the Homeless Population Statute.

The project also foresees the creation of a National Fund and an Intersectoral Monitoring Committee to finance actions aimed at ensuring social rights and promoting the autonomy, integration and participation of these people in society. Furthermore, the project criminalizes aporophobia, an act that involves discrimination against a person due to their poverty.

Pension for feminicide

The CAE may also vote on PL 976/2022, which establishes a special pension for orphans due to the crime of feminicide. The project, by deputy Maria do Rosário (PT-RS), has senator Augusta Brito (PT-CE) as rapporteur. According to the text, the pension will be monthly, non-transferable and will have the value of one minimum wage until the child or teenager whose mother was murdered turns 18 years of age. The annual budget impact should be R$10.52 million, the report points out.
