Brasilia DF) – This Thursday (15) the Federal Senate approved the Bill – PL n.5486/20, authored by Deputy Captain Alberto Neto, which provides for the use of ribbon cord with sunflower designs as an indication of non-disability externally visible.
“This law is a guarantee for people with non-visible disabilities, such as autism, deafness and other disorders, to have their rights assisted. It is a way of standardizing the use of a visible element, which can alert everyone that the person has a disability, although there is nothing in their appearance that indicates this. I thank the Senate that understood the importance of this cause and approved the project”,
he said.
The project, which had the rapporteurship of Senator Flávio Arns (PSB-PR), will be sent for presidential sanction to be implemented as a federal law and then be in force throughout the country as another victory in the struggle for the rights and social inclusion of people with disabilities in the Brazil.

Although the meaning of the ribbon cord is still little known by the general population, it symbolizes the strength, resilience and positivity of people who live with invisible disabilities. These deficiencies include conditions such as mental disorders, autism, chronic diseases, among others, which often do not have an external physical appearance, making it difficult for society to recognize and understand them.
The proposal of the bill is to ensure, based on this identification, respect and attention to the specific needs of people with disabilities. A discreet and effective way of communicating the presence of a non-visible disability, allowing these people to have access to the rights and benefits that are due to them.
“Unfortunately, there is still a lot of discrimination with the behavior of people with invisible disabilities that generate embarrassing situations. That’s why it’s important to standardize the use of the cord with sunflower designs to identify that person needs help and special attention”,
explained Captain Alberto Neto.
The PL also indicates awareness actions and educational campaigns to disseminate information about invisible disabilities and the importance of respecting and supporting people who live with these conditions. These actions aim to combat prejudice and stigma, promoting a more inclusive and welcoming society.
