PL articulates opening vote in the election of Marinho in the Senate – 01/27/2023 – Panel

PL senators plan to make their votes public next Wednesday (1st), when the House elects its next president. According to the leader of the party, Carlos Portinho (RJ) the idea is to show the unity of the second largest group and signal the strength of the candidacy of Rogério Marinho (PL).

There are also those who defend that other senators are pressured to open their votes, such as Mecias de Jesus (Republicanos-RR).

He has been signaling that he prefers to renew his support for the re-election of the current president, Rodrigo Pacheco (PSD-MG), as a way also to guarantee PT votes for his son, federal deputy Jhonatan de Jesus (Republicanos-RR), candidate for Minister of TCU (Federal Audit Court).

But in an articulation to guarantee Marinho’s support, the PL gave up running for the 1st vice-presidency of the Chamber in favor of the president of the Republicans, Marcos Pereira (SP). Supporters of Valdemar Costa Neto, president of the PL, believe that the price was too high to run the risk of defections.

In general, however, the PL candidate’s articulators assess that the secret ballot tends to benefit him. By calculations, they depend on betrayals by those who have already signed a commitment to Pacheco, and therefore the secret vote would make them more comfortable.

Marinho’s allies account for at least 35 votes, which includes senators from the base parties of President Luiz Inácio Lula da Silva (PT).

The election for the presidency of the Senate is secret, made by depositing ballots in a ballot box. The senator may individually, if he so wishes, expose his ballot to those present.

In 2019, former president Davi Alcolumbre (União-AP) achieved an unexpected turnaround when parliamentarians began individually to open their votes to those present.

Still under the impact of the election of ex-president Jair Bolsonaro, considered at the time a name outside of traditional politics, senators who had signed a commitment to Renan Calheiros (MDB-AL) preferred not to run the risk of the attrition of associating themselves with a candidate who faced resistance from public opinion at that time.

Faced with the risk of defeat, Renan withdrew from the dispute. Alcolumbre won with 42 votes.
