PF starts Lula government with restructuring after turmoil – 05/08/2023 – Power

Taken to one of the most turbulent moments in its history by the hands of Jair Bolsonaro (PL), the Federal Police completed its first months of the new government with changes in leadership, internal restructuring and under political tension.

The new leadership under Lula (PT) vetoed appointments and canceled appointments from the previous management, with the justification of recovering the PF from the hands of Bolsonarism and also from car washes.

Although political discourse is used to justify vetoes to disaffected members of the new summit, other leaders from Bolsonaro’s time or who acted during Operation Lava Jato were maintained or promoted.

Under the command now of delegate Andrei Rodrigues, the police also showed signs in these first months that they will act more in line with government policies and will have greater public proximity with the President of the Republic —and also with Alexandre de Moraes, of the STF (Supreme Federal Court).

In the Bolsonaro government, for example, investigations into anti-democratic acts and fake news reported by the minister of the STF were left with only one delegate, with a reduced team, being the subject of questioning from the various departments that went through it several times. Now the structure has been reinforced.

As a consequence of this guideline, the few more than 100 days of the PF were still marked by intense investigations against vandals in the attacks on the buildings of the three Powers on January 8, with searches and arrests carried out across the country. The defense of democracy has been part of almost all speeches by the new director general.

Another point that indicates greater affinity with the government’s discourse is the expansion of the fight against environmental crimes and the action in protection of native peoples and their territories. The new leadership created a specific directorate for the Amazon and, in the first days of the Lula government, launched an operation against illegal prospectors in Yanomami land.

In addition to this new structure, the PF created a Cyber ​​Crimes Board and a Teaching Board, headed by a woman, with a proposal to increase female participation among delegates, experts, agents and administrative servants, in addition to including the debate on gender, race and sexual orientation in the training of new police officers.

Regarding the participation of women, of the 27 regional superintendencies, 9 are now headed by female delegates. There are also 2 female directors, out of 13 top posts.

The PF under Lula also has the goal of restructuring the training of new police officers, removing activities considered more “militarized” from the grid and making room for human rights.

In an internal communiqué with a balance of the 100 days, the general director listed some of the actions in the period, highlighted the creation of boards, the greater space for women and wrote that “the corporation faces challenges proportional to the size, relevance and respect it has conquered together with society in its almost eight decades of activity”.

“There is no doubt that the PF will continue to be more and more vigorous to face the times that lie ahead”, said Andrei Rodrigues in the text.

In the midst of restructuring, changes in command positions and vetoes to delegate nominations were recorded. There were at least four cases involving attempts at appointments already in the current management, in addition to cancellation of appointments that had been made by the previous command.

There was also the case of the delegate who is in Mexico and who the current management tried to remove in advance from his position in the country (read some of the cases at the end of the report).

The few months of Michel Temer’s government and Bolsonaro’s four years led to an unprecedented weakening of the PF, with constant changes, suspected of interference by governments.

Even so, the body had the custom, most of the time, to preserve the servers from fights or external issues. In previous practice, the common practice was to maintain appointments and give differentiated treatment to those who held positions of greater responsibility in the predecessor’s management.

The pattern begins to be broken in the management of general director Paulo Maiurino. He removed from office delegates he considered contrary to his management, prevented disaffections from occupying posts and still had President Bolsonaro himself vetoes, such as one of the symbols of Lava Jato.

The PF states in a note sent to the Sheet which does not manifest itself on individual acts of personnel.

It also says that the distribution of staff is “conducted in compliance with the law and the criteria of rationality and effectiveness that guide the public administration, being a discretionary act of the administration”.

The direction also states that “moves from time to time, in changes in management” are “natural” and that the PF reaffirms its “character as a State body, performing its duties based on the constitutional principles of legality, impersonality, morality, publicity and efficiency.”

Controversial cases in the current management

• Delegate Tânia Fogaça: she was invited and then rejected to be an internal affairs officer in the São Paulo superintendence, as revealed by the Panel. A Sheet found that his connection with investigations against Lava Jato dissidents and his participation in the Bolsonaro government counted for the veto. She was appointed advisor to the PF directorate in São Paulo. Sought, she said she would not comment and that she is well allocated in the São Paulo superintendence.

• Delegate Sérgio busato: was chosen for a position in Rio Grande do Sul, but his nomination was annulled days later. According to the report, the justification was that his name was not well accepted by Lula’s allies — Busato was number two in Paraná during the period that the former president was imprisoned. The delegate did not respond to contacts.

• Delegate Rodrigo Bartholomew: the delegate was superintendent of SP in the Bolsonaro government. He was approved for the post of Deputy Director of the UN in the USA, but the leadership decided to deny his trip. According to the investigation of the report, the justification behind the scenes would be his alleged connection with General Heleno, Minister of the Bolsonaro government. The delegate declined to comment.

• Delegate Alessandro Moretti: the delegate was director of Intelligence, he was indicated to be attached in France, but the act was cancelled. Behind the scenes, the PF leadership is waging a battle with the Planalto Palace to try to overthrow him from the position of number two at Abin. The PF general director addressed the matter personally with Lula. The appointment of the president appointed to the agency is at a standstill due to the imbroglio.
