PF: Bolsonaro had unacceptable enrichment in government – 08/11/2023 – Mônica Bergamo

The Federal Police (PF) report that motivated the operation launched this Friday (11) in the vicinity of former president Jair Bolsonaro (PL) states that, in his government, the treatment given to high-value gifts enabled “an enrichment inadmissible” of the then representative.

The document, signed by delegate Fábio Alvarez Shor, is cited in the decision by Minister Alexandre de Moraes, of the STF (Federal Supreme Court), who authorized the execution of search and seizure warrants.

The targets of the action were Army reserve general Mauro Lourena Cid, lawyer Frederick Wassef, who represents Bolsonaro, and Army lieutenant Osmar Crivelatti, who acted as an assistant on orders from the Presidency.

For the PF, the understanding signed in the Bolsonaro government by the Adjunct Cabinet for Historical Documentation (GADH), responsible for deciding the destination of gifts given by foreign authorities, contravened the principles that govern public administration.

The agency, according to the police authority, would have neglected a ruling by the TCU (Union Court of Auditors) which established that the rule is to incorporate valuable items into the Union’s collection, not into the private collection of the acting president.

“The said understanding, signed by the GADH in the management of former President of the Republic Jair Bolsonaro, in addition to sanctioning an inadmissible enrichment by the President of the Republic, for the simple fact of exercising a public function, provides the possibility of co-option of the Brazilian Head of State, by foreign nations, upon receipt of goods of great value”, says the PF, in a report.

“However, the reasons that led GADH to adopt a ‘dubious understanding’ were revealed with the facts identified in the present investigation. The evidence collected showed that in the management of former president Jair Messias Bolsonaro, a structure was created to divert high value goods presented by foreign authorities to the former President of the Republic, to be later evaded from Brazil”, it follows.

In this Friday’s decision, Moraes claims that the corporation’s diligence indicates that Bolsonaro would have diverted high-value goods to the United States and, subsequently, forwarded to stores specializing in the sale and auction of objects in the cities of Miami, New York and Willow Grove.

The name of the PF operation, “Luke 12:2”, is an allusion to verse 12:2 which says, “There is nothing hidden that will not be discovered, or hidden that will not be known”.

In a note, the PF stated that the action has the “objective of clarifying the performance of a criminal association constituted for the practice of crimes of embezzlement and money laundering”.

The actions take place within the police investigation of the digital militias, in progress at the STF under the rapporteurship of Moraes.
