Petistas propose taxing firearms to pay for security – 04/23/2023 – Panel

PT deputies intend to file in the next few days a proposal that provides for the creation of a tax on firearm ownership, like the IPVA (on vehicles), to finance security actions in schools announced by the government of Luiz Inácio Lula da Silva (EN) last week.
The Ipaf (Tax on Ownership of Firearms), of the Union, would have a rate of 20% and would be annual. Author of the project, Deputy Alencar Santana (PT-SP) finalizes the text and says that, as soon as the adjustments are completed, he intends to look for the President of the Chamber, Arthur Lira (PP-AL), to ask for urgency in the vote.
“The weapon, like a vehicle, for example, has an owner’s registration. And the state should also tax it, because it is a good”, he says. “At the same time, we need to encourage a culture of peace. If some people think they have the right to own a weapon, let them also contribute to the culture of peace that we need to propagate in the country.”
He denies that the bill seeks to ban gun ownership. “We are saying that whoever has it, has to pay. If whoever owns a motorcycle, a vehicle, has to pay for the property, why doesn’t whoever owns a gun, who needs to have ownership control, have to pay for it?” he asks.
In addition to him, other PT deputies signaled support for the creation of Ipaf.
The proposal was conceived by Hugo Rene de Souza, president of Sinfazfisco-MG (Union of Tax, Inspection and Collection Employees of the State of Minas Gerais). In an article published on Friday (21) in the newspaper O Tempo, he estimates that it is possible to raise BRL 2 billion with the taxation – the package launched by the government with security measures in schools is worth BRL 3.1 billion.
The project should also determine that the weapons are inspected annually by the Federal Police. If any irregularity is found, such as scratched numbers, the owner may pay a fine and an investigation will be opened to find out what happened.
